Purpose & Background
This RFI is for market research only and does not constitute a solicitation or commitment to contract. The legacy winter survival mobility system (Ahkio) is outdated and lacks standardization. The AMSS program, initiated December 6, 2024, seeks modern, lighter-weight, integrated solutions for BCT formations operating in Climate Zone 7. Information gathered will help evaluate new shelter solutions addressing gaps in rapid deployment, system weight, modernization, and durability, and will inform the Government's acquisition strategy.
Key Requirements / Capabilities of Interest
Respondents should propose solutions for both 5-man Team and 10-man Squad Arctic Shelters (AS) that meet the following:
- Protection: Sufficient protection from hazardous cold weather, breathable, wind/water resistant, and flame resistant.
- Performance: Fully operational at -40°F (ideally -65°F). Capable of 72-hour continuous mission operation.
- Deployment: Quick assembly/disassembly (ideally <5 minutes, max 20 minutes) by Soldiers wearing arctic OCIE.
- Features: Stove jack and signature management (low profile, blackout, ideally mitigating NIR, SWIR, MWIR, LWIR detection).
- Compliance: Meet MIL-STD 810-H, Berry Amendment, and Buy American Act requirements.
- Lifespan: 5 years useful life, 10 years storage life.
- Weight Limits: 5-man AS not exceeding 60 lbs; 10-man AS not exceeding 100 lbs.
Submission Requirements
Respondents must submit a white paper, not exceeding 10 pages, in .PDF or .DOCX format (size 12 font, 1-inch margins). The submission must include:
- Cover page with product name, manufacturer, POC, contact info, and a photograph.
- Executive summary.
- Detailed technical description, including components, deployment, specifications, and TRL.
- Graphical depiction of the system.
- Identified supply chain risks.
- Utilization history and applicable test results (do not submit full test reports initially).
- Tools/equipment for erection/strike, transportation requirements, manpower/time for erection/strike/packing.
- Consumables, estimated unit cost, CAGE Code (or NCAGE for international companies).
- Manufacturing capability, production capacity, scalability, and timeline.
