Quick Summary
The Department of the Army, W6QK ACC-APG NATICK, is issuing a Request for Information (RFI) for Arctic Mobility Sustainment System (AMSS) Kit Components. This RFI seeks to identify mature technologies (TRL 7+) for various components to enhance soldier mobility and survivability in Arctic environments. Responses are due April 16, 2026, by 5pm EST.
Scope of Interest
The AMSS aims to provide dismounted Soldiers with equipment for 72-hour operations in extreme cold. PdM Force Sustainment Systems (FSS) is evaluating solutions for gaps in legacy systems, including rapid deployment, system weight, modernization, and durability. Components of interest include:
- Arctic Transport System with Cover: Towable by soldiers/vehicles, UH-60 compatible, multiple lift points, with harness and trace lines.
- Arctic Heater: Easily assembled/maintained, portable, compatible with Class III fuels (diesel, kerosene, motor gas, wood, coal, Naphthal/White gas), heats shelter from -40°F to +40°F in one hour, max 15 min repair time.
- Locking Carabiners: For tactical tasks (ascent/descent, casualty evacuation), 24 kN closed major axis strength.
- Oval-type Carabiner: For towing sleds up to 800 lbs, 24 kN closed major axis strength.
- Bow Saw: Locking and integrated.
- Collapsible Avalanche Shovel: Shovel/hoe system with a "D-handle."
- Lopper: 18-24 inches.
- Multipurpose Tool: For heater cleaning, sled/shelter repairs (pliers, picks, screwdrivers).
- Emergency Blanket: Supports 98th percentile soldier, provides ≥12 hours thermal insulation (≥24 hours active heating) at -40°F to -65°F, with medical access points and carrying handles.
- Emergency Stove: Collapsible, lightweight, compatible with wood/solid fuels.
General System Requirements:
- Compliance: Berry Amendment and Buy American Act.
- Operational Range: Fully operational at -40°F, ideally -65°F.
- Ergonomics: Suitable for soldiers in cold-weather clothing.
- Durability: 5 years useful life, 10 years storage life, meets MIL-STD-810H.
- Other: Lightweight, subdued color, 72-hour continuous mission capability.
Submission Requirements
Interested contractors must submit a white paper (not to exceed 10 pages) in .PDF or .DOCX format (size 12 font, 1-inch margins). The submission should include:
- Cover page (product name, manufacturer, POC, photo).
- Executive summary.
- Product technical description (operational concept, weight, dimensions).
- Narrative/graphical depiction.
- Quantitative product specifications.
- Supply chain risks.
- Relevant product history/test results.
- Required tools/equipment, transportation, and consumables.
- Catalog price or unit cost estimate.
- Detailed manufacturing capability (capacity, timeline, locations).
- CAGE Code (U.S. based) or NCAGE Code (International). Do not include marketing brochures or extraneous materials.
Next Steps & Important Notes
Responses will be reviewed, and selected candidates will be invited to an Industry Day event in June 2026 to demonstrate their technologies. Notification of invitation decisions will be made by the end of May 2026. This RFI is for market research only and does not constitute a commitment to a future contract. No reimbursement will be made for submission costs. Proprietary information will be handled accordingly.
