Purpose & Scope

NUWC aims to award Other Transaction Agreements (OTAs) to both traditional and non-traditional defense contractors for prototype projects. The focus is on developing new onboard and offboard environmental sensors and devices, as well as information systems that improve operator situational awareness and system performance by leveraging environmental data. Areas of interest include oceanography, ocean acoustics, non-acoustics, USW system simulation, experimentation, prototype sensor and device development, systems engineering, operations research, and submarine tactics. NUWC is particularly interested in experimentation for deployment concepts, survivability, activation timing, and recovery of undersea devices, as well as long-duration, dormant undersea systems.

Contract Details

This CSO will result in multiple prototype OTAs under 10 U.S.C. § 4022, with individual agreements potentially reaching up to $20,000,000. The period of performance for a Solution Brief or proposal should generally not exceed 5 years. Successful prototype projects may lead to follow-on production contracts or expanded prototyping without further competition. Work may require Unclassified/CUI, Secret, and TS/SCI classification levels, with DD-254s to be provided. Individual requirements under the OTAs may be Cost Plus Fixed Fee or Firm Fixed Price.

Submission Requirements

Bidders must submit Solution Briefs (white paper proposals) in response to the upcoming CSO and its attached Statement of Work (SOW). Solution Briefs should not exceed five written pages or fifteen briefing slides and must be unclassified. Classified addenda may be requested later. Submissions are to be sent electronically via email to the Government Point of Contact. Companies can submit one proposal as a prime, with no limit on subcontractor proposals.

Evaluation Criteria

Evaluation will be based on the merit of the proposed concept in addressing the SOW objectives, not against other submissions. Key factors include:

  • Technical merit and feasibility of the solution.
  • Past Performance (at least one reference within the last three years).
  • Potential impact of data rights assertions.
  • Facilities. A Rough Order of Magnitude (ROM) price is encouraged but will not be an evaluation factor for the Solution Brief.
