Concepts involving long-duration, dormant undersea systems are considered responsive. Work may require Unclassified/CUI, Secret, and TS/SCI classification levels.

Contract & Timeline

  • Type: Commercial Solutions Opening (CSO) leading to Other Transaction Agreements (OTAs) under 10 U.S.C. 4022.
  • Anticipated Value: Individual OTAs may be up to $20,000,000.
  • Duration: Period of performance for Solution Briefs/proposals generally not to exceed 5 years.
  • RFI Questions Due: February 6, 2026, 02:00 PM EST.
  • Anticipated CSO Posting: On or before February 13, 2026.
  • Anticipated Solutions Brief Due: On or about March 13, 2026 (CSO expected to be open for approximately 30 days).

  • Award Structure: Multiple awards are anticipated. Individual requirements executed against awards may be Cost Plus Fixed Fee or Firm Fixed Price. Successful prototype projects may lead to sole-source follow-on production contracts or agreements.

Eligibility & Submission

  • Eligibility: Open to nontraditional and traditional defense contractors, as well as non-profit research institutions. Foreign-owned businesses may submit solutions. Companies must be registered in SAM to receive an award.
  • RFI Submission: Questions and comments for this RFI must be submitted via email to Julianna Ricci (julianna.b.ricci.civ@us.navy.mil).
  • CSO Submission: The upcoming CSO will require Solution Briefs (white papers) not exceeding five written pages or fifteen briefing slides. White papers will be limited to unclassified content only. A Rough Order of Magnitude (ROM) price is encouraged but not an evaluation factor for the Solution Brief.

Evaluation (for CSO)

Evaluation of Solution Briefs will be based on merit, not against other submissions. Factors include:

  1. Technical merit and feasibility of the proposed solution.
  2. Past Performance (at least one reference within the last three years).
  3. Potential impact of data rights assertions.
  4. Facilities.
