Purpose
This Sources Sought Announcement (SSA) aims to identify manufacturers for the USMC's EFRCE, which includes flame-resistant blouses and trousers designed to mitigate flash-fire burns and provide insect protection. The process will lead to vendor certification, enabling direct sales to Marine Corps units.
Scope of Work & Requirements
Vendors must demonstrate capability to manufacture the EFRCE Blouse and Trouser in accordance with Class 1, Type I of MIL-PRF-EFRCE, Uniform, Enhanced Flame Resistant Combat Ensemble Blouse and Trouser, dated JAN 2016, which is superseded by MC-PD-26-001, 1-16-2026. Key specifications include:
- EFRCE Blouse: Pullover combat shirt with half-zip, mock turtleneck, knit torso, woven sleeves/collar, upper-sleeve pockets, adjustable wrist tabs, and elbow reinforcement.
- EFRCE Trousers: Concealed button fly, belt loops, side-waist elastic, various pockets (side-hanging, welt hip, pleated cargo, calf), and reinforced seat/knees.
- Materials: Specific woven (cotton/nylon/meta-aramid twill) and knit (meta-aramid/FR rayon/nylon/para-aramid) fabrics, with detailed physical, mechanical, and colorfastness properties. Permethrin treatment for insect repellency is required.
Submission Deliverables
Interested parties must submit:
- Company Information: Name, address, point of contact, business size (socioeconomic status), NAICS code, CAGE code, and GSA contract number (if applicable).
- End-Item Samples: One (1) blouse and one (1) trouser manufactured to Class 1, Type I MIL-PRF-EFRCE. Substitute fabrics are permissible for RFI samples if clearly identified, but actual production materials may be required for certification. Minor pattern adjustments are allowed if design and appearance requirements are met.
- Material Samples: Two (2) yard samples for each proposed material (waived if substitute fabrics are used for end-item samples), with descriptions and performance attributes.
- Physical Performance Data: Corresponding test data for woven and knit materials.
- Pricing: Estimated price per yard for fabric and per garment (blouse/trouser) for volumes from 5,000 to 40,000 units/year, broken down by material and labor costs.
- Berry Amendment Compliance: Verification for all fibers, components, and materials.
