RFI-FA2835-1710 SVTC Conference Room Upgrade

Statement of Work (SOW) / Performance Work Statement (PWS)

To secure a contractor to perform comprehensive maintenance and support for the Video Teleconferencing (VTC) and Audio/Visual (A/V) system located at 5 Eglin Street, Hanscom AFB, MA 01731. The goal is to ensure the system remains fully functional through proactive maintenance, timely hardware replacement, on-call support, and user training.

• Provide maintenance for a full audio visual and URL solution for one independent conference room supporting both classified and unclassified VTC.

• Ensure VTC systems utilize a single CODEC, automated periods processing hardware, and have NIPR/SIPR Teams capabilities.

• Replacement parts must comply with DISA policy and Video Services Policy Security Technical Implementation Guide (STIG).

• The system must maintain GVS comparability and remain on the DISA Approved Products List (APL) and be Joint Interoperability Test Command (JITC) approved.

• Contractor responsibilities include evaluating existing A/V equipment against security and compliance standards, replacing or upgrading components, installing and integrating new equipment, and providing documentation and user training.

• Cybersecurity requirements governed by DISA RME Vendor Security Technical Implementation Guides (STIG).

• Interoperability requirements identified by Unified Capabilities Requirements (UCR)-CORE document.

• Prohibited Technology: No Wi-Fi, Bluetooth, or other wireless communication methods.

• Secure/Non-Secure Status indicators must remain operational.

• UPS replacement required to meet AF compliance with a Smart Online UPS featuring Double Conversion.

• The contract will consist of one (1) base year plus four (4) one-year option periods.

• Location: Building 1624, conference room 203, at 5 Eglin Street, Hanscom AFB, MA 01731.

• Hardware Upgrades: Includes potential replacement of CISCO cameras with High definition PTZ cameras and replacement of the VTC CODEC with a modern, compliant equivalent supporting IP-based connections and unclassified Voice over IP (VoIP) audioconferencing.

• Operator Display Upgrade: Replace the current 32in display with two monitors of desktop standard viewing size or larger, allowing independent and simultaneous display output.

• Credenza: May require a new locking credenza on casters with built-in racks if the current AV cabinet cannot be reconfigured.

• Touch Panels: Replacement screens must be no smaller than 10 inches, and the existing design, coloring, and icon style should be maintained unless Government consent is given. ES logo and time display must be updated.

• SIPR Teams Integration: Requires wiring and programming for SIPR Teams audio/video data.

• Camera Control: System must allow SVTC camera on/off and preset utilization without interrupting service.

• White Noise System: Installation of a white noise system with at least two speakers, wired safely, with on/off capability from inside the room.

• Cabling and Installation: Contractor to provide all necessary cables, connectors, power strips, and miscellaneous materials for a complete installation.

• Contractor Deliverables: System Documentation, Uncompiled CRESTRON source code, and Signal flow diagrams/wiring schematics.

• Equipment Disposal: Contractor responsible for removal and disposal of broken or unserviceable components.

• Training: Contractor to provide training for at least two Government individuals.

• Service Calls: One-hour remote response time required Monday-Friday, 0800-1800 ET.

• On-site Support: If requested, within one business day.

• Preventative Maintenance: Twice annually.

• System Warranty: One-year warranty on all equipment and systems installed.
