Purpose & Scope
The RFI seeks information from qualified sources capable of providing technical IT support services to the DHS S&T OCIO. The OCIO supports the Homeland Security Enterprise (HSE) by integrating innovative technology into daily operations. The scope includes:
- Systems Engineering: Architecting, designing, integrating, and deploying new technical solutions, reviewing existing systems, and providing advanced technical consulting.
- IT Operations & Maintenance: Supporting S&T network infrastructure, capacity management, daily IT operations, enhancement support, help desk operations, and comprehensive maintenance of the S&T IT enterprise and data storage management.
The S&T OCIO currently manages approximately 35 distinct IT Systems with 2,500 endpoints, anticipating growth to over 40 systems with 4,000+ endpoints. Services will support three strategic goals: MISSION SUPPORT, SERVICE SUPPORT, and OPERATIONS SUPPORT.

- Cloud Integration & Management: Hybrid environments, migration, FedRAMP compliance, backup, disaster recovery.
- Artificial Intelligence (AI) Solutions: Development, integration, optimization for IT service management, business process automation, ethical AI use.
- IT Asset Management & Automation: Automating processes, integration with platforms like ServiceNow/SAMS, inventory tracking.
- Remote Support & Customer Experience: Tools and processes for enhanced remote support, self-help, troubleshooting, measuring satisfaction.
- Surge and Transition Support: Managing surge requirements and transition-in/out activities.

Joint Industry Day
A Joint IT Support Services Industry Day will be held virtually on Monday, March 2, 2026, from 9:30 a.m. - 12:00 noon ET. This event will cover this RFI and two others. Registration is required, limited to three representatives per company. Written questions regarding the RFIs are due by 2:00 PM on February 18, 2026, to the identified Points of Contact.
