Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) has issued a Request for Information (RFI) for a Mission Integration Prime (MIP) capability for the Geostationary Extended Observations (GeoXO) Series Satellites. This RFI seeks market intelligence, technical approaches, and rough-order-of-magnitude (ROM) considerations to inform a potential future procurement. Responses are due May 4, 2026.
Purpose & Scope
This RFI is for planning purposes only and is not a request for proposals. NASA aims to gather information on industry capabilities to manage and perform mission integration functions for the GeoXO series, which will provide continuous, mission-critical weather data. The scope of the potential MIP contract includes providing launch services, payload processing, mission operations, and ground systems for GeoXO, replacing functions previously handled by the government for GOES missions. The government is analyzing alternative MIP approaches and will use RFI responses to inform the optimal acquisition strategy.
Key Information Sought
Respondents are requested to provide:
- Vendor implementation approach and ROM costs for Launch Vehicle Services, Payload Processing Services, and Mission Operations Services.
- Descriptions of capabilities and prior experience in these areas.
- An assessment of complexity, challenges, and risks for a Firm Fixed Price (FFP) contract.
- Recommended alternative MIP concepts, including benefits and cost differences.
- Suggestions for changes to the acquisition and other insights.

Additional Notes
This RFI is not a commitment by the Government, and costs incurred for responses will not be reimbursed. Offerors are responsible for monitoring the SAM.gov website for future solicitations and amendments. The GeoXO mission requires high availability, operational resilience, and rapid anomaly response. The government is also seeking recommendations on alternative contract structures and the use of Government Furnished Equipment (GFE), such as the Wallops Command and Data Acquisition Station (WCDAS) and NOAA facilities.
