Purpose
This RFI serves as market research to gather information from interested and capable parties. The government seeks to identify sources that can apply NEDOX (NH-1) proprietary coating, or a technically equivalent coating, to specific clamping rings and provide associated quality validation. This is for informational and planning purposes only and does not constitute a solicitation.
Scope of Work
The contractor will be required to apply NEDOX (NH-1) coating (or equivalent) to government-furnished metal parts, specifically clamping rings (Parts #8166614-02 and #8166615-02, quantity 20-25 each). This includes providing all necessary labor, materials, and facilities for the coating application, adhering to manufacturer's instructions and specifications outlined in drawings (8166614 Rev. A and 8166615 Rev. B). The contractor must also conduct quality control testing to validate coating thickness, provide 2-5 test coupons per shipment, and furnish an electronic Certificate of Conformance (CoC) with each return shipment. The contractor is responsible for return shipping costs and appropriate packaging. Performance standards include 95% on-time delivery, a defect rate not exceeding 0.5%, 24-hour responsiveness to inquiries, and meeting dimensional tolerances for coating thickness. The period of performance is anticipated to be within one year of contract award, with execution within 25 business days upon receipt of product at the contractor's facility in Arlington, TX.
Key Requirements for Respondents
Respondents must submit a capability statement (maximum 10 pages) addressing:
- Company Information: Name, Address, Website, CAGE Code, UEI, Point of Contact, and Business Size.
- Capability and Experience: Demonstrated ability to apply NEDOX (NH-1) or a technically equivalent coating, evidence of current ISO 9001 certification, and a minimum of 5 years of experience with the specified coating, its application, and post-application thickness validation testing. Examples of similar work should be provided.
- Quality and Performance: Description of the Quality Control (QC) system, confirmation of ability to provide electronic CoCs, standard turnaround time for a batch of 40-50 parts (government requirement is within 25 business days), and confirmation of covering return shipping and packaging costs.
