Quick Summary

The U.S. Army Capability Program Executive, Command, Control, Communications and Network (CPE C3N), in conjunction with Project Manager Command and Communication Transport (C2T), Product Manager Tactical Communication Systems (PdM TCS), and Army Contracting Command-Aberdeen Proving Ground (ACC-APG), is issuing a Request for Information (RFI) for Integration Kit Technical Data Package (TDP), Production, and Platform Integration Services. This 8(a) Set-Aside RFI seeks industry input for the follow-on procurement supporting 2-Channel Leader and Manpack Radios. Responses are due March 18, 2026.

Purpose & Background

This RFI is for market research to develop strategies and refine requirements for future procurement. The effort focuses on the Army's premier hand-held tactical communication systems, which enable simultaneous operation, interoperability with legacy systems, and compatibility with End User Devices. This is the first in a series of RFIs aimed at Army network modernization, with forecasted annual requirements of 2000 kits per year for Fiscal Years 2026 through 2030.

Scope of Interest

The Army is seeking information on capabilities related to:

  • Technical Data Package (TDP) Development & Maintenance: Including Non-recurring Engineering (NRE), CAD activities, solid models, detailed drawings adhering to MIL-STD-31000B and ASME standards.
  • Production Services: Fabrication of prototype platform-specific vehicle Installation Kits (IKs) for pilot builds and testing, and low-rate production.
  • Platform Integration Services: Providing mounting solutions, interface cables, and integration of radios into a wide range of Army vehicles (Light, Medium, Heavy Tactical, STRYKER, and Armored Combat Vehicles).
  • Engineering Support: Ability to support engineering changes to existing kits and develop new prototype kits.
  • Logistics Support: Project coordination, planning, execution, and preparation of technical documents like Bills of Materials (BOMs).

Submission Requirements & Key Attachments

Interested 8(a) firms should provide information on their production capacity, engineering change capabilities, and prototype engineering. Key attachments include:

  • Attachment 0003 - Vendor Information and Small Business Questionnaire: Mandatory for providing company details, capabilities (e.g., certified accounting system), and specific information for 8(a) Alaskan Native Corporations. An optional white paper (up to 3 pages, PDF) can detail additional capabilities.
