The IDIQ will acquire commercial Data-as-a-Service across seven Functional Categories: GNSS-RO, GNSS-R, Microwave Sounders, Multispectral Imagery, Infrared Sounders, Thermospheric Neutral Density, and Active Sensors. Data must originate from space-based assets with World Meteorological Organization (WMO) identifiers.

Task Order 1 (TO-1) Specifics

TO-1 specifically seeks near-real-time Global Navigation Satellite System (GNSS) Radio Occultation (RO) satellite data to support NOAA's operational numerical weather prediction and space weather models.

  • Data Requirements:
    • Neutral Atmosphere Data: 10,000 to 26,000 compliant RO profiles per day (CLIN 0001, with optional CLIN 0002 for surge capacity up to an additional 10,000 RO/day). A minimum of 500 compliant RO profiles per day must be proposed.
    • Total Electron Content (TEC) Data: 500 to 1,000 compliant TEC ionospheric tracks per day (optional CLIN 0003).
    • Temporal Resolution Enhancements: Optional CLIN 0004 for enhanced RO data.
  • Period of Performance (Data Delivery): December 1, 2026, to December 1, 2028 (for previous providers) or January 5, 2027, to December 1, 2028 (for new providers).
  • Data Rights: Offerors must select from several data distribution options, with NOAA retaining options for data sharing with non-profit and academic institutions.

Contract Details

  • Contract Type: Multiple-Award IDIQ (Firm-Fixed-Price and/or Firm-Fixed-Unit-Price task orders).
  • Duration: One five-year base period (September 1, 2026 - August 31, 2031) and one five-year optional period for the IDIQ.
  • Ceiling: $8,000,000,000 across all five ProTech 2.0 domains. Minimum guarantee of $250 per award.
