Opportunity Overview
This combined synopsis/solicitation establishes a multiple-award IDIQ under the ProTech 2.0 program for SBEM Data-as-a-Service. The IDIQ will support NOAA's mission to operationalize and expand the use of commercial observation data. Task Order 01 specifically targets the acquisition of near-real-time Global Navigation Satellite System (GNSS) Radio Occultation (RO) satellite data.
Scope of Work
The IDIQ covers seven Functional Categories: GNSS-RO, GNSS-R, Microwave Sounders, Multispectral Imagery, Infrared Sounders, Thermospheric Neutral Density, and Active Sensors. Data must originate from space-based assets with World Meteorological Organization (WMO) identifiers. NOAA requires a perpetual, non-exclusive, irrevocable, worldwide license for the data. Task Order 01 focuses on acquiring 10,000 to 26,000 compliant RO profiles per day and 500 to 1,000 compliant Total Electron Content (TEC) ionospheric tracks per day. Optional Contract Line Item Numbers (CLINs) allow for surge capacity.

- Value: IDIQ maximum ceiling of $8,000,000,000 across all five ProTech 2.0 domains. Minimum guarantee of $250 per award.

Submission Requirements
Proposals must be submitted electronically in three volumes: Business, Technical Capability, and Price. The TO-1 Technical Volume is limited to 15 pages. Offerors must use the provided Attachment J.5 for TO-1 pricing. Compliance with FedRAMP High baseline security controls is required, though an active ATO is not mandatory at data delivery. If an Offeror believes there are zero subcontracting opportunities, a detailed written rationale must be provided.
Evaluation Criteria
Award will be made on a Best Value Tradeoff basis, with Technical Capability significantly more important than Price. For TO-1, the government intends to award up to three task orders to technically acceptable providers to maximize data availability and mitigate risks.
