Quick Summary

The U.S. Department of State, U.S. Embassy Lima, is soliciting quotations (RFQ 19PE5026Q0014) for the procurement of ten new vehicles for replacement purposes for the GSO/MP section in Lima, Peru. This opportunity seeks six Panel Cargo Vans and four Passenger Minivans, model year 2026. The government intends to award a purchase order to the responsible company submitting the lowest priced, acceptable quotation. Proposals are due April 30, 2026.

Scope of Work

The requirement is for new, model year 2026 vehicles, specifically (6) Panel Cargo Vans and (4) Passenger Minivans. Both vehicle types must be left-hand drive (LHD), have a gasoline engine (minimum 4-cylinder, 1.5 DOHC), manual transmission, air conditioning, power windows, central locking, and essential safety features including multi-zone airbags, 3-point seat belts, a reversing camera, and rear parking sensors. Minivans must have a minimum 5-passenger capacity and fully enclosed body with windows, while panel vans must be configured for cargo transport with an enclosed cargo area. All vehicles must meet Peruvian Safety Standards. The vendor is responsible for vehicle registration, license plates, and the Vehicle Ownership Card in Peru. Additionally, the vendor must have a local authorized maintenance and repair service center within 30 km of the U.S. Embassy in Lima.

Contract Details

The contract type will be a Purchase Order. The period of performance requires delivery within 30 days after receipt of order (ARO). Pricing must be comprehensive, including all direct and indirect costs, overhead, general and administrative expenses, profit, shipping, insurance, and applicable taxes. Quotes must remain valid for 30 days from the closing date. Payment terms are Net 30 days upon satisfactory receipt of goods and invoice.

Eligibility & Set-Aside

This acquisition is unrestricted. Offerors must have an active registration in the System for Award Management (SAM) or complete specific identification requirements if not registered, providing proof of SAM Registration or NCAGE and TIN/RUC numbers. For foreign prime contractors, in-country requirements (delivery, registration, licensing, warranty) can be satisfied through a named Peruvian-registered authorized dealer subcontractor. Quotations must clearly identify any such entity and define the relationship (e.g., subcontract, teaming arrangement, joint venture), including documentation proving the Peruvian entity's legal authorization and capability, local licenses, permits, and evidence of local representation and maintenance capability.

Submission & Evaluation

Proposals must be submitted electronically to Patrick McElroy (mcelroyph@state.gov) and copied to Alfredo Broggi (broggia1@state.state.gov). The submission deadline is April 30, 2026, by 11:00 hrs (local Lima time). Proposals must be in English, in MS Word, MS Excel, or Adobe Acrobat (pdf) format, not exceeding 30MB per file.
