Purpose & Scope of Work
The objective is to provide comprehensive golf course maintenance for the 9-hole, 60-acre Hodja Lakes Golf Course at Incirlik Air Base. The contractor will be responsible for a full range of grounds maintenance activities, ensuring quality playing conditions daily. This includes, but is not limited to:
- Mowing (greens, tees, fairways, roughs) with specific frequency standards.
- Fertilization and approved chemical applications.
- Irrigation system maintenance and operation, including wastewater reuse.
- Divot repair, vertical mowing, and seasonal conditioning.
- Trimming, repairs, and establishing/maintaining a sod farm.
- Pond and irrigation system maintenance.
- Management of government-provided equipment and supply stock. Services must comply with Air Force Instructions, DoD regulations, USAFE Directives, and environmental regulations (RCRA). A full-time Grounds Maintenance Supervisor is required on-site.
Contract Details & Eligibility
- Contract Type: Firm Fixed-Price.
- Period of Performance: A base year (12 months) with four potential option years and a 6-month extension, covering services from January 28, 2027, through July 27, 2032.
- Eligibility: Restricted to SAM-registered Turkish firms (local national). This is not a small business set-aside.

- Funding: Subject to the Availability of Funds clause (FAR 52.232-18).
