This document provides responses to vendor questions regarding RFQ# 19CA7025Q0005.

• Romex Lengths: Specific lengths are provided for cafeteria and basement Romex (50 ft, 175 ft, 60 ft).
• Coordination Study: No existing coordination study is available.
• Shift Times: Work is permitted on Saturdays and Sundays between 7 am and 7 pm.
• Panel Removal/Relocation: Lighting control equipment or panels are to be removed and disposed of by the contractor.
• Labeling: "Brother" type labels are acceptable for receptacles, provided they are black lettering on white, durable vinyl.
• Feeder Wires: Splices may be used in large junction boxes where necessary; pulling new wire is preferred if possible.
• Abandoned Circuits: Abandoned circuits, particularly those above ceiling tiles, are expected. Efforts should be made to locate them.
• Panel Pictures: Photos of panels, breakers, covers off, and schedules will be provided in a separate attachment.
• Drawings/Information: Photos related to drawings and other information will be provided in a separate attachment.
• Door Removal: Doors may be removed to create more workspace but must be re-installed to their original or better condition.

Solicitation / RFP / RFQ

This Request for Quotations (RFQ) is for the relocation of an Electrical Panel Board at the U.S. Consulate General Toronto. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

• Replacement of electrical panels in four janitorial closets with new panels to accommodate existing circuits and allow for future growth.

• Correction of existing non-conforming wiring and proper dressing of armored cables.

• Supply and installation of four 120/208V 3-phase 4-wire load center panels (main breaker not required).

• Supply of specific quantities of tandem and 2P/3P breakers (15-amp, 20-amp, 30-amp, 40-amp, 50-amp).

• Supply and installation of wire splitter troughs for armored cable terminations.

• Re-tagging of wire numbers in panels and receptacles, and updating panel legends with durable vinyl tags.

• Use of Circuit IQ system for mapping and addressing field devices to panel circuit breakers.

• Provision of backup lighting during general lighting interruption.

• Protection of U.S. Government property from damage.

• Contract type: Firm-fixed price.

• Estimated value: CAD $55,000 – $75,000.

• Pre-Quotation Conference/Site Visit: Thursday, February 12, 2026, at 10:00 am EST at U.S. Consulate General Toronto office building, 225 Simcoe Street, Toronto, ON, M5G 1S4. RSVP by Tuesday, February 3, 2026, 12:00 pm.

• Questions Due: Thursday, February 19, 2026, by 4:00 pm EST.

• Answers Provided: Thursday, February 26, 2026, by 4:00 pm EST.

• Quotations Due: Thursday, March 5, 2026, at 04:00 pm EST.

• Submission Method: Electronically to TorontoProcurement@state.gov in Adobe Acrobat (pdf) format. File size must not exceed 10MB per email; multiple emails are permitted if necessary.

• Evaluation: Award will be made to the lowest priced, technically acceptable, responsible quoter.

• Offerors must be technically qualified and financially responsible.

• Specific qualifications for electrical contractors are listed, including licensed electricians with 15+ years of experience, specific licenses (LEC, ESA/ECRA), and liability insurance ($2 million minimum).

• Offerors must be registered in the SAM (System for Award Management) database prior to submission.

• Quotations must be in English and incomplete quotations will not be accepted.

• Offer guarantee is not required.

• Performance and Payment Bonds are required (10 calendar days after award).

• Work is to be completed on Saturdays and Sundays only, 8 am-6 pm.
