Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) establishes the requirements for a non-personal services contract to provide comprehensive maintenance, repair, and technical support for the Siemens Apogee Direct Digital Control (DDC) systems at the McAlester Army Ammunition Plant (MCAAP).

• Maintenance, repair, and technical support for Siemens Apogee DDC systems.

• Systems are located in buildings 3, 5, 49, 135, 399, 419, 425, 454, 483, 683, and 710.

• Contractor shall provide all personnel, management, equipment, tools, materials, transportation, and supervision.

• Preventive Maintenance & Inspection: Perform inspections and maintenance according to manufacturer recommendations, identify and correct system issues, and report findings.

• System Communications Verification: Ensure all devices within the DDC are communicating properly.

• Workstation & Database Verification: Perform diagnostics on the PC, verify graphics, schedules, alarms, and synchronize the network clock.

• Visual Inspection: Visually inspect components for physical damage and report to the owner.

• Battery/UPS Check: Inspect device batteries and/or UPS for safe and reliable operating conditions.

• Data Backup & Restore: Perform full backups of controller database, network controller, and graphical user interface (GUI).

• Software Upgrade: Provide and install Siemens Desigo CC Software upgrades as required.

• Subscription Service: Includes a one-year subscription to Desigo CC (10 Subscription Units).

• Operator Consultation: Provide consultation to the system operator regarding database, programming, or operations.

• Firmware Updates: Provide, install, and verify firmware updates (additional cost).

• Included Repairs: System corrections, database changes, programming modifications, and component/sensor repairs and installations identified during scheduled visits.

• Response Time: Initial response within 2 hours of notification (phone, email, text); On-Site Response within 8 business hours if an on-site visit is required.

• Emergency Calls: Contractor shall be on-site within four (4) hours for critical system failures.

• Additional Services: Unscheduled service calls, emergency labor, and repair parts available at Preferred Customer Rates.

• Training: Scheduled training courses included at no additional cost; customer-specific training available at Preferred Customer Rates.

• Agreement Term: 5 years (12-month base period + 4 -12 month options).

• Location: McAlester Ammunition Plant (MCAAP), 1 C Tree Road Building 4, McAlester, OK 74501.

• Qualifications: Requires specialized support from Siemens-trained technicians due to proprietary software, firmware, and programming tools.

• Regulations: Must follow PPCL Design Guidelines, Disposal Regulations for electronic equipment, NFPA 70 NEC, and UFC 3-410-02.

• Access: All drivers must provide a real ID for MCAAP entry gate. All maintenance must be scheduled in advance during MCAAP operating hours.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for a service contract to provide maintenance and support for Siemens Apogee HVAC systems at the McAlester Army Ammunition Plant. The contract will include a base period and four option years.

• Services include maintenance and repair of HVAC systems, specifically focusing on Siemens Apogee Controls and Digital Controls Services.

• Requires Siemens certified trained technicians for HVAC direct digital control.

• Quote must include: Statement of Work (Attachment 0001), Pricing and specification sheets, and technician certification letter (Attachment 0002).

• Evaluation Basis: Award will be made to the lowest priced responsible offeror whose quote conforms to the solicitation. Evaluation will be based on initial proposals without discussions.

• Quote Validity: Prices must be held firm for 30 calendar days from the date specified for receipt of offers.

• This solicitation is a small business set aside.

• This announcement constitutes the only solicitation; no written solicitation will be issued.

• Offerors must ensure compliance with all applicable government regulations, laws, and standards.

• Payment will be issued via DFAS, Wide Area Workflow (WAWF).
