This solicitation (W912LR26QA007) is a Request for Quotation (RFQ) for FY26 Role Players, Moulage and Weighted Manikins Support Services and Ambulance Support Services for the 22ND CERP. The government is procuring these services to support training exercises.

• Item 0001: Role Player, Moulage and Weighted Manikin Support Services: Provide all necessary personnel, equipment, tools, materials, supervision, and quality control, except for Government Furnished items, to perform role player, manikin, and moulage capabilities as defined in the Performance Work Statement (PWS).

• Item 0002: Ambulance Support Services: Provide all necessary personnel, equipment, tools, materials, supervision, and quality control, except for Government Furnished items, to perform ambulance support services as defined in the PWS.

• Both services are under a Firm Fixed Price arrangement.

• Contract Type: Firm Fixed Price (FFP) purchase order.

• Period of Performance: March 10, 2026, to March 12, 2026, for both items.

• NAICS Codes: 561990 (for Item 0001) and 621910 (for Item 0002).

• Size Standard: USD 16,500,000.00 for NAICS 561990.

• Offer Due Date: February 12, 2026, at 04:00 PM Local Time.

• Submission Method: Quotes must be submitted electronically to the specified recipient. Do NOT use web-based file sharing systems requiring authentication.

• Evaluation: The Government will award a contract to the responsible quoter whose quotation conforming to the solicitation is most advantageous based on the lowest acceptable price that meets the requirements. A price realism analysis may be conducted.

• Quote Requirements: Minimum quote requirements include solicitation number, quoter's contact information, UEI, EFT indicator, information for evaluation, representations and certifications, and a statement of agreement with terms. Additionally, quotes must include a Pricing Sheet or commercial quotation with price breakdown, and if subcontracting, inform the extent of subcontracting and how it will be managed. Information on how services will be provided is required.

• Meaningful Performance: The government intends to award to a small business that performs a significant portion of the work directly. Quotes must include a statement of prime contractor performance percentage, and if subcontracting, details on subcontractor participation and oversight.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses by reference, including those related to limitations on subcontracting, service contract labor standards, and payment by electronic funds transfer (WAWF).

• A Performance Work Statement (PWS) and Wage Determination are attached as separate documents.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) establishes performance requirements for contractor support to allow training organizations to maximum opportunity to exercise their personnel by simulating actual conditions. Role players are essential to realism and interaction during training events.

• Provide all personnel, equipment, tools, materials, supervision, and quality control for role players, moulage, weighted manikins, and ambulance support services.

• Simulate actual conditions during training events using role players, moulage, and environmental conditions.

• Support regional training and exercise activities aimed at enhancing domestic contingency readiness.

• Period of Performance: March 10 – 12, 2026 (3 Days).

• Place of Performance: Camps Santiago Joint Training Center, Defense Communication Area (DCA).

• Services to be provided between 0600 - 1800, except on recognized US holidays or when the Government facility/installation is closed.

• Role Players: Provide casualty role players, displaced civilians, and manikins for exercises. This includes moulage services, injury/mass casualty cards, and acting instructions. Role players must be physically fit and capable of moving in challenging environments.

• Manikins: Provide weighted manikins (adult, children, infant sizes) for moulage and placement in confined spaces.

• Ambulance Support: Provide 2 Level III Ambulances with 4 Paramedics (2 each) for the duration of the exercise, including materials and services for staging, exercise play, and tear down.

• Specialized Support: Provide Subject Matter Experts (SMEs) for Fire Rescue, HAZMAT, EMS, Law Enforcement, Medical Examiner, and Emergency Management.

• Program Management: Schedule and conduct a Kick-off meeting, attend planning meetings, resolve action items, and provide reports.

• Safety: Ensure all personnel follow federal, state, and local safety regulations. Provide mandatory safety equipment and training.

• Quality Control: Develop and maintain an effective Quality Control Plan (QCP).

• Identification: Contractor personnel shall wear identification badges.

• Training: Complete required training such as AT Level 1, iWATCH, and OPSEC.

• Close-Out Report: Submit a Close-Out Report and AAR comments within 7 days after the period of performance.

• Telework: Not authorized.

• Installation Access: Comply with all applicable installation/facility access and local security policies and procedures, including background checks and identification verification.

• Holidays: Services are required on US holidays.

• Quality Assurance: Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).

• Contract Manager: Designate a Contract Manager with full authority to act on all contract matters.

• Organizational Conflicts of Interest (OCI): Contractor must notify the KO of any potential OCI and submit a mitigation plan.
