This solicitation is for the procurement of a Row Crop Planter and Grain Drill. The government intends to make one award from this solicitation.

• The primary items to be supplied are a Row Crop Planter and a Grain Drill.

• Offerors must provide a Certificate of Conformance (COC) and traceability to the manufacturer or authorized distributor if not the OEM.

• Technical data and specifications are available in "Attachment 2 - Specifications".

• The quoted product must meet or exceed all salient characteristics specified in the solicitation.

• The product must be clearly identified by brand name, make, and model number.

• Descriptive literature or documentation must be provided to demonstrate how the proposed product meets or exceeds requirements.

• Award Type: Firm-fixed price requirements contract.

• Period of Performance: Delivery is required within 15 days of receipt of award. Early deliveries will be accepted.

• F.O.B. destination is the requested point for all deliverables.

• Submission: Quotes must include pricing for both line items (Row Crop Planter and Grain Drill). Failure to do so may result in exclusion.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on lowest price technically acceptable criteria.

  • Price: Total price will be evaluated, including discounts and shipping. Quotes will be evaluated for fairness and reasonableness.
  • Technical Acceptability: Rated as "acceptable" or "unacceptable" based on meeting salient characteristics, identification of product, provision of documentation, and timely delivery.
  • Past Performance: Will be evaluated as "Acceptable" or "Neutral" based on contractor's demonstrated ability to meet contract requirements or lack of performance record.

• Offerors must hold prices firm for 90 calendar days from the date specified for receipt of offers.

• Quotes are due by the date and time indicated on the sam.gov posting and should be emailed to amber.sampson@usda.gov.

• FAR 52.225-3 Buy American–Free Trade Agreements-Israeli Trade Act is included, meaning one or more items are subject to Free Trade Agreements.

• Various clauses related to small business concerns, HUBZone, and subcontracting are included.

• The solicitation incorporates numerous FAR and AGAR clauses by reference. Full text is available upon request or electronically.

• The USDA Ombudsman Program for Agency Protests (OPAP) is available for protest issues.

Amendment / Modification

• This amendment modifies solicitation 1232SA2600211.

• The effective date is February 18, 2026.

• The amendment clarifies the delivery address.

• The delivery address has been updated and is detailed on Attachment 1.

• The new delivery address is: 1211 Ethan Allen Highway, Charlotte, VT 05445.

• The amendment does not extend the hour and date specified for receipt of offers.

• Bidders must acknowledge receipt of this amendment.

• Offerors must furnish a Certificate of Conformance (COC) in accordance with FAR clause 52.246-15.

• Vendors must provide necessary certification, including traceability to the manufacturer, manufacturer's COC, and their own certificate of conformance. Non-OEMs or authorized distributors must provide traceability back to the manufacturer.

• Technical data and supporting documentation are available via "Attachment 2 - Specifications".

• A firm-fixed price requirements contract is anticipated.

• Delivery is requested F.O.B. destination.

• Delivery of all items is required within 15 days of receipt of award; early deliveries are accepted.

• Quotes must include pricing for all items to be considered responsive.

• Award will be made to the offeror representing the best value to the Government.

• Evaluation criteria include Price and Technical Acceptability.

• Price will be evaluated for fairness and reasonableness.

• Technical Acceptability requires meeting or exceeding all salient characteristics, clear identification of brand/make/model, sufficient descriptive literature, and availability for delivery within the specified timeframe.

This document outlines the technical specifications for a 15-foot planter and grain drill required for planting various crops in research plots and small production fields. It details the requirements for two CLINs: CLIN 0001 for a Row Crop Planter and CLIN 0002 for a Grain Drill.

CLIN 0001 – Row Crop Planter:

• 6 rows at 30-inch spacing, 3-point hitch mount.
• Row units must be suitable for heavy soils and varying tillage conditions, with easy switching between crop varieties and independent shutoff.
• Hopper capacity of 0.5 to 3 bu per unit.
• Electric drive metering with vacuum singulation (better than 98% accuracy).
• Compatible with liquid fertilizer and granular chemical application.
• ISOBUS and universal display terminal compatible for monitoring.
• Must have at least one year warranty if new, or be in good working order if used, with dealer support within 35 miles of Shelburne, Vermont.

CLIN 0002 – Grain Drill:

• 15-foot working width, 3-point hitch mount, 7.5-inch row spacing.
• Ground-driven, mechanical drive.
• Grain box with at least 2 bu/foot capacity, fluted metering wheel, and adjustable cup size.
• Grass/Small Seed box with at least 0.2 bu/ft capacity.
• Units must have parallel linkage for depth control, capable of at least 150 lb down pressure.
• Offset double disc openers (13+ inch diameter discs).
• If new, must have at least one year warranty; if used, must be in good working order with dealer support within 35 miles of Shelburne, Vermont.
