Quick Summary
The Department of the Navy / NAVFAC Southeast is conducting a Sources Sought to identify commercially available cost estimating databases/applications. The goal is to find solutions capable of meeting agency requirements for use in Job Order Contracts (JOCs) for general construction services. Currently, RSMeans Online is a known source that meets these requirements. Responses are due January 28, 2026.
Scope of Work
The desired cost estimating database/application must:
- Provide a web-based platform with an associated cost estimator application.
- Be updated annually at a minimum.
- Contain a significant amount of cost items, including material, labor, equipment, and productivity information.
- Include assemblies for construction tasks for both new construction and renovation.
- Utilize the standard CSI work breakdown structure.
- Allow creation of custom templates and reports (exportable in PDF/Excel).
- Have the ability to create custom folder structures and user-defined cost items/assemblies.
- Adjust total cost to future cost.
- Include cost items for CONUS territory at a minimum.
- Support multi-user sharing of estimates.
- Offer available training.
- Support concurrent licensing.
- Be approved by NAVFAC CIO and certified by Navy-Marine Corps Intranet (NMCI) network.

Evaluation
Responses will inform the Government's determination regarding the procurement of a single source (brand name) for cost estimating on NAVFAC Southeast JOCs. If no advantageous alternatives are identified, a competitive procurement may be issued with RSMeans specified as the brand name.
