• Quality control is the contractor's responsibility and subject to continuous audit by the COR.

• The contractor must protect existing installations and restore any damage at their expense.

• Safety and health matters are the exclusive responsibility of the contractor.

• Place of Performance: USDA-ARS site in Riesel, TX (1702 Blackland Rd., P.O. Box 129, Riesel, TX 76682).

• Project Schedule: 300 calendar days from Notice to Proceed (NTP).

• Work hours and days are to be coordinated with the Facilities Manager.

• Submittals: Prior to NTP, contractors must submit material submittals, work hours, CPM schedule, construction cost proposal, and an accident prevention/site-specific safety plan. A list of contract personnel for emergency contacts is also required.

• Materials: Must meet applicable sections of the Uniform Federal Guide Specifications (UFGS).

• Davis Bacon Wage Rates: May apply to contracts over $2,000.

• Site Conditions: Buildings will be occupied during construction; work must be scheduled to accommodate research needs.

• Utilities: Government will furnish electricity and water as needed. Contractor must maintain and protect utilities and obtain approval for any necessary shutdowns.

• Cleanup: The construction site must be kept clean and free of debris.

• Bonds: Payment, bid, or other bonds may be required.

• Insurance: Proof of insurance is required.

• Site Visit: Contractors are responsible for visiting the site to observe existing conditions prior to bidding; no compensation will be provided for visible conditions.

• Evaluation will be based on the lowest price technically acceptable criteria.

• Technical Acceptability will be rated "acceptable" or "unacceptable."

• Past Performance will be rated "acceptable" or "neutral." Unacceptable past performance will disqualify a quote.

• Price will be evaluated for fairness and reasonableness.

• A bid guarantee is not required for proposals less than $150K.

• For proposals above $150K, a bid guarantee of not less than 20% of the proposed price (not to exceed $3,000,000) is required.

• Payment and Performance Bonds are required for awards over $35,000 and $150,000 respectively.

• A site visit is scheduled for Tuesday, April 28, 2026, at 09:00 a.m. Central Time. RSVP is required by Monday, April 27, 2026.
