This amendment modifies the solicitation by adding two FAR clauses and deleting one FAR clause:

  • FAR 52.244-6, "Subcontracts for Commercial Products and Commercial Services" (Deviation 2026-00038), effective April 2026.

• Deleted Clause:

  • FAR 52.244-6, "Subcontracts for Commercial Products and Commercial Services" (Deviation 2026-00038), which was previously effective February 2026.

Contract Clauses section.

This amendment does not extend the due date for offers. Bidders must acknowledge receipt of this amendment and ensure their proposals reflect the updated contract clauses.

This document justifies an exception to the fair opportunity process for a new order, specifically to procure a brand-name item. The action is a Firm-Fixed-Price Purchase Order for the Rynglok Tool Kit.

• Procurement of one (1) new RYNGLOK TOOL KIT, Part Number RTSK8-02-001 (NSN 5180-01-378-8873).

• The toolkit is essential for the installation and maintenance of Rynglok hydraulic tubing couplings on the T-7 RedHawk aircraft.

• Contracting Activity: 502d Contracting Squadron.

• Order Type: Firm-Fixed-Price Purchase Order.

• Award Basis: Lowest Price Technically Acceptable (LPTA) methodology.

• The requirement will be solicited as a competitive small business purchase.

• At least four responsible, independent vendors are expected to submit priced quotes.

• Price will serve as a substantial evaluation factor for this brand-name tool.

• Solicited as a competitive small business purchase.

• Eaton is the Original Equipment Manufacturer (OEM) with exclusive rights to the drawings, specifications, and manufacturing data for Rynglok systems, making substitution of other brands impossible for this specific requirement.

• The government is acquiring the necessary intellectual property and a complete technical data package to support future requirements and potentially enable broader competition.

• The anticipated cost will be determined fair and reasonable based on adequate price competition.

Solicitation / RFP / RFQ

This solicitation is for the procurement of one (1) new Rynglok Tool Kit, Part Number RTSK8-02-001 (NSN 5180-01-378-8873). The tool kit is required for servicing hydraulic tubing couplings on the T-7 RedHawk aircraft.

• The tool kit must include all necessary tools to service the following tubing sizes: #3 (3/16"), #4 (1/4"), #5 (5/16"), #6 (3/8"), #8 (1/2"), #10 (5/8"), #12 (3/4"), #14 (7/8"), #16 (1"), #20 (1 1/4"), and #24 (1 1/2").

• No substitutions will be accepted.

• A minimum of a one-year manufacturer's warranty is required.

• The supplier must provide a picture of the exact item.

• Contract Type: Firm Fixed Price (FFP) Delivery Order.

• Period of Performance: Delivery is required before September 1, 2026.

• Quotes are due by 12:00 p.m. CST on Thursday, 7 May 2026.

• Quotes must include unit of issue, extended price, and total price for the CLIN.

• The award will be made to the vendor whose quote meets the requirements and is deemed the lowest price technically acceptable (LPTA).

• Evaluation will be based on Salient Characteristics, Warranty, Contractor Requirements, Price, and Delivery Schedule.

• Technical quotations will be evaluated on a pass/fail basis.

• This is a 100% Small Business Set-Aside.

• Only businesses under NAICS Code 332912 (Fluid Power Value and Hose Fitting Manufacturing) with a small business size standard of 1,000 employees will be considered.

• The solicitation references FAR 52.212-1, 52.212-3, and 52.212-5, which are attached.

• Questions regarding the RFQ requirements are due by 10:00 a.m. CST on Thursday, 30 April 2026.

This toolkit is essential for the installation and maintenance of Rynglok hydraulic tubing couplings on the T-7 RedHawk aircraft.

• The toolkit must include all necessary tools to service specific tubing sizes: #3 (3/16"), #4 (1/4"), #5 (5/16"), #6 (3/8"), #8 (1/2"), #10 (5/8"), #12 (3/4"), #14 (7/8"), #16 (1"), #20 (1 1/4"), and #24 (1 1/2").

• No substitutions for the specified tool kit will be accepted.

• Delivery Schedule: Before September 30, 2026.
