Statement of Work (SOW) / Performance Work Statement (PWS)

To provide park-wide septic tank pumping and vault toilet servicing for Devils Tower National Monument (DETO).

• Provide all labor, equipment, materials, tools, and transportation for pumping, removing, transporting, and disposing of liquid, sludge, and solids from septic systems and vault toilets.

• Annual pumping and inspection of the following septic tanks between March and May:

  • Visitor Center: (1) 12,000-gal (two chambers)
  • Housing Area: (1) 4,000-gal
  • Picnic Area: (1) 3,000-gal
  • Administration Area: (1) 2,250-gal
  • Campground Area: (2) 2,000-gal and 3,000-gal
  • Entrance Station & Administration: (2) 1,000-gal

• Pumping of vault toilets at the Visitor Center Parking Lot (2) 1,000-gal tanks, 15 times annually, with a specified monthly schedule (May-Oct).

• Disposal of waste at a licensed wastewater facility and provision of manifests.

• Tanks to be pumped completely.

• Report any deficiencies observed during pumping.

• Provide manifests, reports, and condition notes to the NPS COR.

• Location: Devils Tower National Monument, WY. Septic tanks are adjacent to park roads and accessible.

• Period of Performance:

  • Base Year: May 1, 2026 – April 30, 2027
  • Option Years 1-4: May 1, 2027 – April 30, 2031

• Contractor must confine operations to designated routes and use marked parking spaces.

• Minimize public impact and keep roads/entrances open at all times.

• Adhere to work hours of 7:30 a.m. – 4:00 p.m., Monday-Friday, unless coordinated otherwise.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for septic tank pumping and inspection services for Devils Tower National Monument (DETM). The National Park Service (NPS) requires an annual service to pump, remove, transport, and dispose of liquid, sludge, and solids from several septic systems throughout the monument.

Sources Sought / Market Research

This document is a Sources Sought notice from the National Park Service (NPS) for septic pumping services at Devils Tower National Monument. It is for informational purposes only and not a Request for Proposal (RFP). The NPS is seeking to determine the availability and capability of small businesses (including 8(a), HUBZone, Service-Disabled Veteran-Owned, and Woman-Owned) to perform this work.
