Statement of Work (SOW) / Performance Work Statement (PWS)

To manage and perform janitorial services at the Burley Creek Hatchery.

• Location: Burley Creek Hatchery, 11421 Bethel-Burley Rd SE, Port Orchard, WA 98367.

• Services: Includes emptying trash, cleaning restrooms, dusting surfaces, sweeping/vacuuming floors, cleaning kitchenettes/lunchrooms, and sanitizing water coolers.

• Frequency: Services are performed bi-weekly and bi-annually.

  • Bi-weekly tasks include trash removal, sink scrubbing, dishwashing, restroom cleaning, dusting, floor cleaning, vacuuming carpets, wiping down surfaces, cleaning touch points, cleaning microwave/refrigerator, and restocking supplies.
  • Bi-annual tasks include mopping hard-surface floors, carpet cleaning, spot cleaning, cleaning upholstered furniture, polishing office furniture, and cleaning interior/exterior windows.

• Services must be performed in a way that does not interrupt Government business.

• All products used must be environmentally friendly, nontoxic, biodegradable, and made from renewable sources (not petroleum).

• Paper products must be made of recovered materials per EPA guidelines.

• Material Safety Data Sheets (MSDS) for all chemicals must be provided and kept on file.

• Period of Performance: June 1, 2026 to May 31, 2027, with four (4) one-year option periods extending through May 31, 2031.

• Place of Performance: Burley Creek Hatchery, Port Orchard, WA.

• Equipment, Materials, and Supplies: Contractor must furnish all necessary items.

• Security: Personnel require visible identification, will work on-site, and may require access to NOAA facilities. PIV/CAC, NOAA email, DOC-owned IT equipment, or access to non-public DOC/NOAA data are not required.

• Data Privacy: Personnel must adhere to the Privacy Act and relevant agency rules if accessing privacy information.

• Non-Personal Service: Services will be controlled by contractor management, not Government officials.
