Submission & Evaluation
Proposals are due electronically by February 27, 2026, at 12:00 PM PST. A pre-bid site visit is scheduled for February 6, 2026, at 10:00 AM PST at the VA Puget Sound Medical Center. Questions must be submitted in writing via email to kaycee.benson@va.gov by February 12, 2026, at 10:00 AM PST. Evaluation will be based on a best-value tradeoff, considering Technical Approach, Key Personnel Qualifications, Knowledge of Locality, Past Performance, and Price. Non-price factors (Technical Approach, Key Personnel, Knowledge of Locality) are more important than Past Performance, and all non-price factors combined are significantly more important than Price. A bid guarantee (SF 24) is required, and insurance documentation must be submitted within 10 calendar days of award.
Special Requirements & Notes
Work must be performed within an existing, operational hospital facility, necessitating strict adherence to construction safety, infection control, and site security protocols. Some activities, particularly those generating noise or requiring major utility shutdowns, must be completed after hours or on weekends. No on-site office or storage containers are permitted; 'just-in-time delivery and pickup' is mandated. Contractors must comply with VA policies, codes, and standards, including OSHA safety training. A designated Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager (CQCM) are required on-site. The contract includes a one-year parts and labor warranty.
