• Integrating all new components with existing campus infrastructure, including power, IT, and security control systems.
• Architectural, structural, mechanical, and electrical revisions to site infrastructure.
• Modification of walkways and roadways, including demolition and repaving. The work must be performed within an operational hospital facility, requiring strict adherence to construction safety, infection control, and site security protocols. Activities may need to occur outside normal business hours or on weekends to minimize disruption. The project is planned in five phases.

Submission & Evaluation

Proposals will be evaluated based on a best-value tradeoff, considering Technical Approach, Key Personnel Qualifications, Knowledge of Locality, Past Performance, and Price. Technical factors (1-3) are more important than Past Performance (4), and all non-price factors combined are significantly more important than Price (5).

• Key Personnel: The Project Manager must have either five years of construction management experience with a Bachelor's Degree and PMP certification, or ten years of construction management experience with a Bachelor's Degree.
• RCDD Involvement: Required for on-site verification for communications design and installation.
• Joint Ventures: For SBA-approved Mentor-Protégé JVs, the protégé's past performance will be evaluated with the mentor's; if the protégé lacks past performance, it will be rated neutral, and only the mentor's will be evaluated.
• Deadline: Proposals must be submitted by April 17, 2026, at 12:00 PM PDT.

Key Requirements & Attachments

Bidders must utilize the updated Attachment 8 - Division Price Schedule v1.xlsx for pricing. Compliance with VAAR 852.219-75 (Limitations on Subcontracting) is mandatory, requiring a certification that no more than 85% of the contract amount (excluding materials) is paid to non-VIP-listed SDVOSBs/VOSBs. Prevailing wage rates for King County, WA, as detailed in Attachment 5, apply.
