• Integrating all new upgrades with existing campus infrastructure (power, IT/Security control).
• Architectural, structural, mechanical, and electrical revisions to site infrastructure.
• Installation of new Blue Light System and signage, and modification of walkways and roadways (demolition and repaving). The project is planned in five phases: Lot C/D West, Lot B, Lot D East/E West, Lot E Central, and Lot E East.

Eligibility & Submission

• Set-Aside: This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals from other than SDVOSB concerns will not be considered.
• Evaluation: Award will be based on a best-value tradeoff. Technical factors (Technical Approach, Key Personnel Qualifications, Knowledge of Locality, Past Performance) are significantly more important than Price.

• Required Documents: Offerors must furnish a bid guarantee (SF 24) and submit required insurance documentation within 10 calendar days of award. A "VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction" (VAAR 852.219-75) must be completed and returned with the offer.

Special Considerations

• Operational Environment: Work must be accomplished within an existing, operational hospital facility, with construction activities secondary to the Medical Center's mission. Some activities may require performance outside normal business hours or be subject to delays.
• Site Restrictions: Strict adherence to construction safety, infection control, and site security is required. No on-site office or storage containers are allowed; 'just-in-time delivery and pickup' is mandated. No on-site parking is permitted for contractors. Noise-producing activities must be performed between 6:00 PM and 6:00 AM.
• Subcontracting Limitations: For general construction, no more than 85% of the contract amount (excluding materials) can be paid to firms that are not VIP-listed SDVOSBs or VOSBs.
• Wage Rates: Bidders must adhere to the prevailing wage rates and fringe benefits for King County, Washington, as specified in Attachment 5.
• Rules of Behavior: Contractors accessing VA information assets must comply with the "Contractor Rules of Behavior" (Attachment 7).
