This solicitation is for janitorial services specifically for the cleaning of Veterans Canteen Service (VCS) kitchen hoods, duct work, and fan(s) at the VA Northern Indiana Health Care System (NIHCS) Fort Wayne and Marion Campuses. The services are required semi-annually and annually.

• Provide all labor, materials, and equipment for cleaning kitchen hoods, duct work, and fan systems.

• Cleaning must comply with NFPA 96 and OSHA standards.

• Specific cleaning tasks include exhaust systems, grease removal devices, blower units, and exhaust duct systems to bare metal.

• Work areas must be left neat and orderly, with all debris removed off-site.

• The contractor must ensure functional operation of hoods post-cleaning.

• Access panels and doors must be restored to normal operating condition.

• Fire suppression systems must not be rendered inoperable.

• A lift will be needed for cleaning.

• Personnel must have a minimum of two years of experience and possess IKECA certifications.

• Deliverables include a completion report (Equipment Service Report) within 7 business days of work completion.

• The contract includes a base period and four option periods.

• Base Period: 01-19-2026 to 01-18-2027

• Option 1: 01-19-2027 to 01-18-2028

• Option 2: 01-19-2028 to 01-18-2029

• Option 3: 01-19-2029 to 01-18-2030

• Option 4: 01-19-2030 to 01-18-2031

• Estimated contract value is $22 Million.

• Offers must be submitted by 01-09-2026 at 15:00 EST.

• Offerors must complete SF 1449 blocks 17a and 30a-c, Contract Administration Data, and the Price/Cost Schedule.

• Registration in the System for Award Management (SAM) is required prior to award.

• Evaluation factors include Certifications, Past Performance, and Price.

• This acquisition is UNRESTRICTED.

• Offerors must be certified in SAM and meet the small business size standard for NAICS code 561720 (Janitorial Services).

• Invoices must be submitted electronically via Tungsten Network.

• Service Contract Labor Standards apply. Wage determination information is provided.

Solicitation / RFP / RFQ

This solicitation is for firm-fixed-price contract services to provide semi-annual and annual cleaning of kitchen hood systems, ductwork, and fans at the VA Northern Indiana Health Care System (VANIHCS) facilities. Services are required at both the Fort Wayne and Marion campuses.

• Semi-annual and annual cleaning of kitchen exhaust systems, including grease removal devices, duct systems, blower units, and exhaust fans.

• Services must restore systems to NFPA 96 and IKECA standards.

• Contractor shall provide all labor, materials, equipment, and supervision.

• VA HVAC employee will assist with Lock-Out/Tag-Out procedures.

• Contractor must coordinate all cleanings with the COR and Maintenance Department Supervisors, providing a minimum four-week notice.

• All work must comply with OSHA, State, County, and Municipal safety regulations.

• Contractor personnel must be experienced, certified, and authorized.

• IKECA certifications (CECS, CECT, CECI, PECT, or CESI) are required for all Field Service Technicians.

• Subcontractors must be approved by the COR.

• Services to be performed Monday through Friday, excluding Federal holidays, and only after kitchen areas are closed.

• Contract type: Firm-fixed-price.

• Period of Performance: One (1) base year and four (4) one-year option periods.

• Anticipated award date: January 16, 2026.
