This solicitation is for Ground Maintenance Services at the Saint Louis VA Medical Center, Jefferson Barracks campus, located at 1 Jefferson Barracks Drive, St. Louis, MO 63125. The requirement is for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with five twelve-month ordering periods.

• Ground Maintenance: Includes cutting, trimming, seeding, fertilizing (twice annually), edging, blowing grass from surfaces, and removing weeds, trash, and debris.

• Tree and Shrub Maintenance: Removal of dead trees/shrubs/limbs/debris. Hedge/tree trimming based on growth habits.

• Lawn Care: Weekly mowing and edging, with specific height requirements (2-2.5 inches).

• Weed Control: Hand-pulling or line trimming in concrete/asphaltic areas; weed killer use is permitted only with an applicator's license and proper record-keeping.

• Debris Removal: Removal of trash and debris from all areas prior to mowing, including flower beds, rock/mulch beds, sidewalks, and parking lots.

• Emergency Services: May require additional task orders for emergency tasks like tree removal.

• Chemicals and Supplies: Contractor is responsible for ordering and maintaining all necessary landscaping supplies and chemicals, including SDS and licenses.

• Quality Control: Contractor must develop and maintain a quality control program, submitting it to the COR within 21 days of award.

• Safety: Compliance with all local, state, and federal laws and safety regulations, including OSHA 10-Hour construction safety course for all employees and pesticide/herbicide applicator certification.

• Contract Type: Five-Year IDIQ with five 12-month ordering periods.

• Period of Performance: April 1, 2026, through March 31, 2031.

• Guaranteed Minimum: $75,000.00

• Contract Ceiling: $800,000.00

• Required Submission Parts: Executed Quote (SF1449), Price, Certifications/Licenses, Technical Narrative, Draft Quality Control Plan, Subcontractor List (if applicable), and Past Performance.

• Evaluation Criteria: Best value determination based on Price, Certifications/Licenses, Technical capability, and Past Performance.

• Total Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns. If award cannot be made to an SDVOSB, the solicitation may be cancelled and resolicited.

This solicitation is for Grounds Maintenance services at the STL VA Medical Center in Saint Louis, MO. The contractor will be responsible for maintaining the grounds, including grass, weeds, seeding, fertilization, leaf removal, and debris clearing.

• Grass Maintenance: Weekly cutting and edging, with schedule to be agreed upon by both parties.

• Weed Control: Removal of weeds.

• Seeding: Lawn seeding as required.

• Fertilization: Twice per year.

• Leaf Removal: Removal of fallen leaves.
