Proposals are due by February 20, 2026, at 4:00 PM CST.

Scope of Work

The contractor will provide comprehensive warehouse storage and transportation services. Key requirements include:

  • Warehouse Facility: A minimum of 4,000 sq ft within a 25-mile straight-line radius of the Iowa City VAHCS. The facility must be protected from elements, maintain temperature control between 60-75°F, humidity between 20-30%, and feature "Tri chemical" fire suppression. A binding letter of commitment or intent from the property owner is acceptable documentation.
  • Storage: Secure storage for an estimated 60-100 pallets of items, including rehabilitation equipment, exam tables, RQI Carts, ophthalmology test equipment, exam chairs, and new IT equipment. The estimated value of stored property is $570,906.54, subject to change. The contractor is required to insure stored medical equipment.
  • Transportation: Services include packing, loading, unloading, and placement of items in final rooms, offices, or designated areas at the Iowa City VA Hospital and other campuses (e.g., Davenport CBOC, Burlington CBOC). Deliveries of requested goods must occur within 72 Business Hours. Contractor vehicles must have a liftgate, as not all delivery locations have loading docks. The VA will provide forklifts and licensed operators.
  • Logistics: The contractor will receive drop shipments of primary medical equipment and notify the VA of visible freight damage within 24 hours. Inventory tracking will be managed in-house by the VA. "JB" (Job) unit of measure for delivery CLINs is defined as a single delivery or pickup, with crew sizes varying from 2 to 6 laborers. Pickups and deliveries are counted as separate jobs.
  • Personnel & Insurance: Contractor employees must adhere to a code of conduct. No certifications are required for contractor personnel to maintain equipment, and no installation or assembly will be performed by the contractor.
