Submission Requirements

1. Technical Capability: Demonstrate ability to meet PWS requirements, including sharps container specifications and compliance with OSHA regulations.
2. Price: Complete the provided pricing schedule for the base year and all option years.
3. Past Performance: Provide a maximum of three recent (within 5 years) and relevant past efforts. CPARS evaluations are preferred; otherwise, include contract details, POCs, and work descriptions.
4. VAAR 852.219-75 Certificate of Compliance: Complete and submit this form, detailing any subcontractors, their size standards, and how limitations on subcontracting will be met.

Evaluation Criteria

Award will be made to the responsible quoter whose quote is most advantageous to the Government, considering Technical Capability, Price, and Past Performance. Technical Capability is paramount; quotes not meeting or exceeding technical requirements will not be selected, regardless of price. The Government will use comparative analysis and may make an award solely based on initial quotes. Award will be on an "All or Nothing" basis. Unbalanced option prices may render a quote unacceptable.
