Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive sharps waste management services for the Rocky Mountain Regional VA Medical Center (RMRVAMC) located at 1700 Wheeling St., Aurora, CO. 80045.

• Provide all labor, travel, and equipment for the removal and disposal of sharps waste.

• Supply and install approximately 652 sharps containers, including wall mounting brackets and holders.

• Responsible for the collection, transportation, and disposal of sharps.

• Perform one-for-one swaps of full sharps containers with clean ones.

• Containers to be exchanged in biohazard storage rooms on each floor; locations may be updated via written notice.

• All work must comply with federal, state, and local regulations, including OSHA's Bloodborne Pathogen Standard (29 CFR 1910.1030) and Hazard Communication Standard (29 CFR 1910.1200).

• Container & Dolly Availability: Maintain 98% compliance; 2% monthly deduction for noncompliance.

• Safe Waste Transport: Achieve 100% compliance with OSHA, EPA, and DOT regulations; 2% monthly deduction for violations.

• Packaging Materials: Maintain 95% compliance for providing necessary materials; 2% monthly deduction for noncompliance.

• Destination Manifests: Return within 30 days of material removal; 95% compliance; 2% monthly deduction for delays.

• Waste Reduction: Achieve 90-93% weight reduction through cogeneration or incineration; 100% compliance; 2% monthly deduction for noncompliance.

• Monthly Waste Data: Provide data to COR by the 15th of the following month; 95% compliance; 2% monthly deduction for delays.

• Location: Rocky Mountain Regional VA Medical Center, 1700 Wheeling St., Aurora, CO. 80045.

• Service Frequency: Three times per week for OR/PACU, ER, Lab, Pharmacy (24-hour wards/clinics); weekly for other bio-hazard locations.

• Pickup Hours: 7:00 AM - 4:30 PM on regular clinic days, except OR/PACU pickups must be scheduled prior to surgeries. No pickups outside designated hours.

• Container Specifications: Crack/damage-free, clear labeling, reusable, sanitizable, puncture-proof, preassembled, leak-proof, one-hand disposal, overfill protection, secure tamper-proof locking, sight/view port, large access with restricted hand entry, system identifier, dark red color, funnel/flip-top lids.

• Personnel: Contractor employees must identify as such, be trained in aseptic/sterile technique, PPE use, VA/TJC policies, and meet OSHA Hepatitis B vaccination requirements. Must wear company uniform and ID badge.

• Installation/De-installation: Must be completed within 15 minutes per room, performed after business hours or on weekends, especially in critical areas like ORs. Clean-up required.

• Security: Employees must comply with VA regulations. Badge access is limited; contractor must provide employee names within 3 business days of award. Intermittent employees may obtain Day Passes.

• Documentation: Provide a signed log sheet with pickup date, number of boxes, and weight to the VA COR/POC.

• Response Time: Respond to missed pickups or compliance failures within 24 hours.

Questions & Answers / Clarifications

• RCRA Hazardous Waste (Black Containers): Not included in the bid. Refer to Revised PWS Section 7.

• Incumbent Contract Value: NEIE Medical Waste Services, LLC's current obligation (Base + 4) is $614,287.56.
• Historical Disposal Volume: Net weight for the last 12 months was 22,098.50 lbs.
• Container Quantities: Specific quantities for Red, Yellow, and Black containers have been removed from the PWS (Refer to Revised PWS Section 7). The total number of RMW red containers has been recalculated to 652 (Refer to Revised PWS Section 5).
• Container Usage: 4-gallon wall-mounted containers can be used in place of 2-gallon containers in high-volume areas, though space constraints may apply (Refer to Revised PWS Section 7).

Several items, including specific container types (black, yellow, 2-gallon wall brackets, 19-gallon mobile carts) and detailed monthly reporting requirements for specific waste streams, have been removed from the PWS. Bidders should rely on the Revised PWS, particularly Sections 5, 7, and 8, for current requirements. The scope does not include RCRA hazardous waste.

Performance Work Statement (PWS)

To provide all labor, travel, and equipment for the removal and disposal of sharps waste at the Rocky Mountain Regional VA Medical Center (RMRVAMC) located at 1700 Wheeling St., Aurora, CO. 80045.

• Provide labor, sharps containers, transportation, collection, and removal of sharps generated by the RMRVAMC.

• Contractor is responsible for providing and installing sharps containers and brackets/mounts.

• RMRVAMC is responsible for proper packaging and storage of sharps in VA EMS-approved containers.

• Containers must be leak-proof, have tight-fitting covers, and be kept clean and in good repair.

• All work must comply with federal, state, and local regulations, including OSHA's Bloodborne Pathogen Standard (29 CFR 1910.1030) and Hazard Communication Standard (29 CFR 1910.1200).

• Contractor shall provide approximately 700 sharps containers, with quantities adjustable by +/- 75 containers.

• Containers must be crack/damage-free, clearly labeled, reusable, puncture-proof, leak-proof, and have overfill protection and a secure locking mechanism.

• Containers must be dark red to prevent PII visibility and have a system identifier for tracking usage.

• Specific container types and quantities include 2-gallon red containers (531), 8-gallon containers (1), 17-gallon containers (61), 19-gallon yellow containers (19), and 19-gallon mobile cart containers (18), among others.

• Collection Containers and Dollies: Maintain 98% compliance to avoid stockouts.

• Safe Waste Transport: Achieve 100% compliance with OSHA, EPA, and DOT regulations.

• Packaging Materials: Maintain 95% compliance in providing necessary materials.

• Destination Manifest: Return disposal manifests within 30 days of material removal (95% compliance).

• Waste Reduction: Achieve 100% compliance by incinerating waste to reduce weight by 90-93%.

• Monthly Waste Data: Provide data to COR by the 15th of the following month (95% compliance).

• Pickup and delivery services are required during regular clinic days (7:00 AM - 4:30 PM), with specific scheduling for OR/PACU and holidays.

• Personnel: Contractor employees are not federal employees and must identify themselves as contractors. The Contracting Officer can request replacement personnel.

• Education and Training: Service techs must be trained in aseptic/sterile technique, PPE use, and VA/TJC policies. OSHA requirements for Hepatitis B vaccination and post-exposure follow-up must be met.

• Security: Service techs must wear company uniforms and ID badges. Compliance with VA regulations on conduct, security, parking, and badging is mandatory. Site access badging is required within 3 business days of award.

• Documentation: A log sheet detailing pickup date, number of boxes, and weight must be provided to the VA COR/POC.

This document is the VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction.
