Set-Aside & Evaluation
This is an SDVOSB Set-Aside with a tiered evaluation methodology in accordance with VAAR 819.7006(c) and 819.7010. The government will first consider offers from eligible certified SDVOSBs. If only one acceptable offer is received at a fair and reasonable price from an SDVOSB, an award may be made at that tier. If no acceptable SDVOSB offers are received, the process will proceed as described in Section E.8 of the solicitation. Comparative assessments will be conducted for multiple technically acceptable quotes within the same tier. Evaluation factors include Technical Approach, Capability, Experience, Past Performance, and Price.
Key Requirements & Compliance
The prime contractor must hold all required transportation permits, including U.S. DOT Special Permit 16279 for Category A infectious substances, and comply with specific state regulations for all performance locations. Required training includes US DOT HAZMAT Employee, OSHA, and environmental regulatory training. Contractors must also provide a list of all treatment and disposal facilities and maintain comprehensive recordkeeping, including manifests and monthly reports. A Quality Assurance Surveillance Plan (QASP) outlines performance monitoring.
