This solicitation is for the procurement of professional working footwear that meets OSHA safety standards for engineering, maintenance, and logistic staff at various Department of Veterans Affairs (VA) facilities in Texas. The contractor will provide mobile onsite shoe fitting, purchase, and delivery of footwear, as well as off-site fitting and ordering for new employees and replacements.

• Mobile onsite shoe fitting sessions at Dallas VA Medical Center, Garland VA Medical Center, and Sam Rayburn Memorial Veteran Center.

• Off-site fitting and ordering service for new employees and emergency replacements.

• Footwear must meet OSHA safety standards, including specific requirements for different departments (e.g., crush resistant toe, puncture proof sole, slip resistant sole).

• Footwear must be made from leather and go above the ankle for support.

• Each employee is allotted a maximum of $250 per pair, paid by the Government.

• Contractor must provide a catalog of footwear meeting price and OSHA requirements within 14 days of award.

• Contractor must provide a written schedule for initial visits within 7 days of award.

• Service is for approximately 300 employees.

• Anticipate approximately 30 replacement/new employee needs outside of the initial purchase.

• Contract type: Firm-Fixed-Price (FFP).

• Period of Performance: 1-year base period plus 4 option years.

  • Base Year: March 26, 2026 – March 25, 2027
  • Option Year 1: March 26, 2027 – March 25, 2028
  • Option Year 2: March 26, 2028 – March 25, 2029
  • Option Year 3: March 26, 2029 – March 25, 2030
  • Option Year 4: March 26, 2030 – March 25, 2031

• Total contract duration, including options, shall not exceed five (5) years, six (6) months.

• Proposals due: Friday, February 6, 2026, by 3:00 pm CST via email to crystal.carabajal@va.gov.

• Proposals must be submitted in PDF format in three volumes: Technical, Price, and Representations and Certifications.

• Evaluation factors: Technical Capability, Price, Past Performance, and SDVOSB Status.

• Award will be made to the technically acceptable offeror most advantageous to the Government.

• Proposals must meet minimum requirements; failure to do so may result in removal from consideration.

• Proposals are valid for 90 days from the closing date.

• This acquisition is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Offerors must be certified and listed in the SBA certification database.

• Invoices are to be submitted electronically via the Tungsten Network.

• Government holidays are listed and will not be a reason for additional performance time or compensation.

• The contractor shall coordinate site access with the COR a minimum of 7 days prior to on-site service.
