Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details the requirements for the repair by replacement of an existing 30-ton gas/electric rooftop HVAC unit serving the Visitor Center (VC) at Salem Maritime National Historical Park (SAMA).

• Provide all labor, materials, tools, equipment, supervision, and project management for the HVAC unit replacement.

• Includes demolition, recovery, and disposal of the existing unit and materials.

• Installation of duct connection, flue hood, wind baffles, condensate drain, and reconnection of gas piping.

• Electrical work includes disconnecting/reconnecting power, verifying capacity, and ensuring proper voltage, phase balance, and amperage draw.

• Perform test, run, and balance, including balancing of existing VAVs.

• Provide a 12-month installation warranty on workmanship and parts, in addition to manufacturer warranties.

• Period of Performance (POP): 120 calendar days.

• All work must be performed by manufacturer-certified personnel with applicable licenses (Massachusetts Refrigeration Technicians, Sheet Metal, Electrical).

• Contractor must provide a proposed schedule with the IFB, including duration of milestones, construction activities, HVAC interruption, and closures.

• Key Personnel: HVAC technicians must hold required licenses/certificates.

• Experience: Minimum 2 projects in the last 5 years of similar scope/cost involving electrical and HVAC system repair/improvement.

• Past Performance: List of three references for similar work.

• Quality Control: Contractor must develop and maintain an effective Quality Control Plan (QCP).

• Safety: Compliance with Federal and State OSHA standards is mandatory. Site-specific Health/Safety Plan and Accident Prevention Plan required. OSHA 30-Hour for Superintendent/PM/Foreman, OSHA 10-Hour for on-site workers.

• Security: Compliance with facility access and local security policies. Access to the roof requires escort and sign-in/out procedures, or contractor may use an exterior ladder.

• Environmental: Report all spills to COR. Provide spill kits. Dispose of debris daily. Contractor must provide own disposal bins.

• Approximately 50,000 BTU portable electric heater with integrated thermostat, 3-phase, 208V, 40 amp, with a 20’ cord.

• Permanent hard-wired electrical service from panel to a new outlet located approximately 90 feet from the panel.

• POP for bid option: Maximum 10 business days from award.

• Project Schedule, Specifications for Replacement RTU, Technician Licenses, Site Plan (showing parking, toilet, dumpster, laydown, crane), Shop Drawings, Quality Control Plan.

• O&M Manuals required for final payment.

• Proposals evaluated on technical capability, past performance, and price.

• Technical capability assessed on relevant experience, understanding of scope, technical approach, and schedule.

• Past performance evaluated on quality, timeliness, business relations, and cost control.
