Wage Determination

This document establishes the minimum wage rates and fringe benefits that must be paid to various categories of service employees working on federal contracts covered by the Service Contract Act (SCA). It ensures fair wages and benefits for workers.

• Applicable Executive Orders: The document references Executive Order 14026 (effective Jan 30, 2022, minimum wage $17.75/hour) and Executive Order 13658 (effective Jan 1, 2015, minimum wage $13.30/hour). The applicable order depends on the contract award and renewal dates.

• Wage Rates: A comprehensive list of occupation codes, titles, and corresponding minimum hourly wage rates is provided. This includes a wide range of service occupations, from administrative support to technical and protective services.

• Fringe Benefits: All listed occupations are entitled to specific fringe benefits, including Health & Welfare ($5.55/hour or $222.00/week) and paid vacation (2 weeks after 1 year, 3 weeks after 10 years, 4 weeks after 15 years).

• Paid Sick Leave: Executive Order 13706 applies to contracts awarded on or after January 1, 2017, requiring contractors to provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours per year.

• Hazardous Pay: Specific differentials (8% or 4%) are applicable for work involving ordnance, explosives, and incendiary materials.

• Uniform Allowance: Contractors must furnish uniforms or reimburse employees for their cost and maintenance, with specific rates provided for cleaning.

• Conformance Process: Procedures are outlined for contractors to request wage rates for classifications not listed in the determination, requiring a comparison to existing job descriptions and submission of a Standard Form 1444.

• The wage determination is subject to annual adjustment.

• Specific exclusions and conditions apply to certain occupations, such as computer employees and air traffic controllers.

Solicitation / RFP / RFQ

This solicitation is for janitorial services for the USDA Forest Service, Sandia Ranger District, Cibola National Forest. The services are required to maintain cleanliness and hygiene within the district office and warehouse facilities.

• Scope of Work: Furnish all necessary labor, supervision, materials, and supplies for janitorial services at the Sandia Ranger District Office and Warehouse. This includes cleaning offices, restrooms, kitchens, lobbies, corridors, conference rooms, etc.

• Service Frequency: Services include monthly janitorial services (once per week), quarterly services (four times per year), and bi-monthly services (twice per year).

• Specific Tasks: Tasks include sweeping, mopping, vacuuming carpets, dusting furniture and surfaces, emptying wastebaskets, cleaning and disinfecting restrooms and sinks, cleaning windows and blinds, buffing floor tiles, and performing high cleaning.

• Contractor-Furnished Property: The contractor must provide cleaning supplies and equipment, including vacuum cleaners, mops, brooms, cleaning agents, toilet paper, paper towels, etc.

• Bio-Based Products: The procurement requires the use of bio-based products where reasonably available and meeting performance standards.

• Period of Performance: Base Year: December 15, 2025 - December 14, 2026. Includes four (4) option years.

• Contract Type: Firm Fixed Price.

• Offer Due Date: December 01, 2025, by 1700 MT.

• Required Documents: Offerors must submit a completed SF-1449, acknowledgement of amendments, Schedule of Items, past performance information (max 2 pages), and a technical proposal (max 3 pages).

• Evaluation Criteria: Award will be based on the offer that meets or exceeds acceptability standards for technical factors, past performance, and price. Past performance and technical capability are of equal importance to price.

• Registration: Offerors must have an active entity registration in the System for Award Management (SAM).

• A pre-award site visit is urged and can be arranged by contacting the Sandia Ranger District Office or the COR.
