To conduct sanitary surveys for ten (10) Drinking Water Systems across nine (9) U.S. Army Garrison Japan installations to identify deficiencies that could adversely impact public health from water supply.

• Conduct onsite inspections of water sources, treatment, distribution systems, finished water storage, pumping facilities, and controls.

• Evaluate monitoring and reporting data, system management and operation, and compliance with operator requirements.

• Review pertinent documents and records from October 2021 through March 2026.

• The survey covers ten areas: water sources, treatment, finished water storage, distribution systems, pumps/pump facilities, monitoring/reporting, system management/operations, compliance with JEGS and other requirements, security, and financial capacities.

• Specific water systems are detailed for the Kanto region (Appendix B-1) and Hiroshima region (Appendix B-2).

• Identify deficiencies classified as Significant, Moderate, or Minor.

• Provide detailed descriptions of findings and recommendations for corrective action.

• Surveys to be conducted at all Honshu installations.

• Field surveys are scheduled for consecutive five (5) day periods at each Kanto and Hiroshima region.

• Specific sample schedules for Kanto and Hiroshima regions are provided.

• Contractor must comply with Japan Environmental Governing Standards (JEGS), Army Regulation 200-1, and Technical Bulletin MED 576.

• Contractor personnel must be Professional Engineers (PE) licensed in the U.S. and familiar with drinking water management requirements, or certified/approved as a sanitary surveyor.

• Primary contractor must have at least three (3) years of experience conducting similar surveys on U.S. Military Components.

• Field survey inspectors must have a minimum of five (5) successful experiences of sanitary surveys at U.S. Military Installations and local municipalities.

• Contractor must adhere to security and safety requirements, including installation access, identification, and reporting of damages or incidents.

• Environmental and hazardous material handling regulations must be followed.

• Contractor is responsible for cleanliness of service areas.

• Commercial warranty must be provided.

• Employees must be instructed in utility conservation practices.

Amendment / Modification

This amendment (0001) to Solicitation FA520926Q0017 makes the following changes:

• Revises the Performance Work Statement (PWS), specifically paragraph 2.1.4.1.1 and its Appendices.

• Adds a statement to Addenda to FAR 52.212-1, Part III, paragraph (c) allowing offerors to submit past performance information for relevant contracts where they served as a subcontractor.

• Extends the closing due date for the solicitation from May 12, 2026, to May 20, 2026, Japan Standard Time.

• Conduct a Sanitary Survey of Drinking Water Systems across the entire main island of Japan.

• Includes transportation and accommodation fees.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: June 1, 2026, to December 27, 2026 (120 Calendar Days from Date of Award).

• Award will be made to the responsible quoter whose quote is most advantageous to the Government, considering price and other factors. This is a competitive lowest price with acceptable past performance award.

To provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and other services for performing sanitary surveys of drinking water systems at U.S. Army Garrison Japan installations on Honshu.

• Conduct sanitary surveys for ten (10) Drinking Water Systems across nine (9) U.S. Army Garrison Japan installations.

• Surveys include onsite inspection of water sources, treatment, distribution systems, finished water storage, pumping facilities, monitoring and reporting, system management, and compliance with operator requirements.

• Surveys must be compliant with Japan Environmental Governing Standards (JEGS), Army Regulation 200-1, and Technical Bulletin MED 576.

• A preliminary study involving review of existing documents and records (October 2021 - March 2026) is required prior to field surveys.

• Field surveys will evaluate ten areas: water sources, treatment, finished water storage, distribution systems, pumps/pump facilities, monitoring/reporting, system management, JEGS compliance, security, and financial capacities.

• Specific water systems in the Kanto region (5 installations) and Hiroshima region (4 installations) are detailed in Appendices B-1 and B-2, respectively.

• Surveys must identify deficiencies that could adversely impact public health.

• Deliverables include an individual finding list, a draft survey report, and a final survey report.

• Contractor personnel must be recognizable as contractor employees.

• Primary contractor must have a minimum of three (3) years of experience with similar contracts.

• The survey will cover water systems in the Kanto region (5 installations) and Hiroshima region (4 installations).

• Surveys must be compliant with Japan Environmental Governing Standards (JEGS), Army Regulation 200-1, and Technical Bulletin MED 576.

• Findings will be classified as Significant, Moderate, or Minor.

• Recommendations for corrective action will be provided.

• The PWS covers the FY2026 period.

• Surveys will be conducted at all Honshu installations.

• Field surveys are scheduled for five consecutive days at each region (Kanto and Hiroshima).

• Contractor personnel must be recognizable and possess appropriate identification.

• Contractor must have a minimum of three (3) experiences with similar contracts within the last three years.

• Field survey inspectors must be Professional Engineers (PE) licensed in the U.S. with at least five (5) successful experiences in sanitary surveys at U.S. Military Installations or local municipalities.

• Contractor must comply with all relevant security, safety, environmental, and hazardous materials handling regulations.

• Contractor must provide a quality control program.

• Contractor must provide a contract manager and alternate with full authority.

• Contractor must provide a roster of all personnel.

• Contractor must provide specific deliverables including finding lists, draft survey reports, and final survey reports by specified due dates.
