Quick Summary

The U.S. Army Corps of Engineers (USACE), Los Angeles District, is conducting a Sources Sought market survey to identify qualified firms for the Santa Margarita River Levee System Repair at Marine Corps Air Station Camp Pendleton, CA. This project, estimated between $100,000,000 and $250,000,000, involves extensive heavy civil engineering construction. Responses are due by February 3, 2026, 4:30 PM PST.

Project Overview

The existing Santa Margarita River Levee System, constructed between 1998 and 2001, is approximately 3 miles long and comprises three segments, a floodwall, and a pump station. Due to minimal maintenance, it suffers from heavy vegetation overgrowth and requires significant repairs to ensure its integrity and protect critical infrastructure.

Scope of Work

Proposed repairs and improvements include:

  • Levee Raise: Increasing height by 2.5-4.5 feet with soil cement, including a stability berm and an onsite soil cement batch plant.
  • Drainage & Erosion Control: Installation of relief wells, replacement/abandonment of toe drains, construction of a graded gravel filter ditch, and armoring the riverside with 36-inch diameter Launch Stone.
  • Structural Strengthening: Reinforcing the existing Floodwall with additional rebar and concrete, and filling cracks with cement grout.
  • Access & Environmental: Construction of maintenance paths and ramps, a 15-foot-wide vegetation clearance pathway, vegetation restoration, and compliance with NEPA and Air Station Camp Pendleton criteria.
