Quick Summary

The Department of the Army, USACE Los Angeles District, is conducting a Sources Sought market survey for the Santa Margarita River Levee System Repair at Marine Corps Air Station Camp Pendleton, CA. This notice aims to identify qualified firms for a project estimated between $100,000,000 and $250,000,000. Responses are due by February 3, 2026.

Scope of Work

This project involves significant repairs and improvements to the approximately 3-mile-long Santa Margarita River (SMR) Levee System, originally constructed between 1998-2001. The levee system, comprising West, Air Station, and East segments, along with a Floodwall and Pump Station, requires extensive work due to minimal maintenance and heavy vegetation overgrowth. Key anticipated repairs include:

  • Levee raise (2.5-4.5 feet) with soil cement, including a stability berm.
  • Installation of relief wells on the Air Station Segment.
  • Replacement or abandonment of existing toe drains.
  • Construction of a graded gravel filter ditch.
  • Scour and erosion mitigation using launch stone armoring (36-inch diameter graded stone, 5-8 feet high).
  • Strengthening and improving the existing Floodwall Structural with rebar and concrete.
  • Filling existing cracks with cement grout.
  • Construction of 10-12 feet wide maintenance paths and ramps.
  • 15-foot-wide vegetation clearance pathway and restoration.
  • NEPA and Environmental Compliance, and Air Station Camp Pendleton Compliance. Approximately 50,000 cubic yards of materials will be used, requiring an onsite soil cement batch plant. The estimated total contract performance period is 1096 calendar days.
