Purpose & Scope

This Screening Information Request (SIR) aims to establish a DOT-wide strategic sourcing contract, administered by the FAA, for IT Commercial Products and product-based services. The scope includes a broad range of IT hardware (e.g., network infrastructure, personal computing devices, AV equipment, peripherals, MFDs), software, and cloud-based services from various Original Equipment Manufacturers (OEMs). Product-based services cover the full lifecycle management of IT assets, including acquisition, deployment, maintenance, asset recovery/disposition, and warehousing. Excluded services are non-COTS software, software development, web development, software O&M, and physical site alterations.

Contract Details

The FAA intends to award approximately eight (8) IDIQ contracts using a Lowest Price Technically Acceptable (LPTA) evaluation approach. Awards will be split into two pools: up to six (6) awards for Small Businesses and up to two (2) awards for Unrestricted offerors. The North American Industry Classification System (NAICS) code is 541519e Information Technology Value Added Resellers (Exception) with a 150-employee size standard.

Key Requirements & Clarifications

  • SAM Registration: Offerors must have an active registration in SAM.gov by the proposal due date.
  • ISO 9001 Certification: Required; small businesses may provide proof of the certification process being underway, with completion within 12 months of award.
  • OEM Authorization: Offerors must demonstrate authorized reseller relationships (5 for Small Business, 10 for Unrestricted) with direct Letters of Authorization (LOAs) from OEMs. An updated Attachment 3 is provided for this.
  • Pricing: Small businesses must provide pricing for all items listed in Attachment 2A; "No Bid" entries for OEMs are not allowed. Pricing should be based on OEM similarly configured products for End-of-Life (EOL) items.
  • Past Performance: Past performance examples (Attachment 4) must be recent (within 3 years) and relevant. The page limit for each past performance example in Attachment 4 has been updated to 5 pages. For Joint Ventures, one past performance example must be from the JV itself as the prime.
  • Reporting & Rebate: Contractors must provide weekly Asset Identification (AI) Reports, monthly Activity Reports (MAR), and a quarterly 0.5% rebate on hardware and software purchases.
  • Compliance: Products and services must comply with FAA IT Standards, including IPv6, TLS 1.3, Section 508, and Supply Chain Risk Management (SCRM) policies.
