Statement of Objectives (SOO)

To obtain a comprehensive electronic security systems (ESS) upgrade for Building 4750 to enhance security, ensure Homeland Security Presidential Directive 12 (HSPD-12) compliance, and integrate new capabilities with the existing security infrastructure.

Provide all management, labor, materials, and equipment to design, install, configure, test, and warranty a complete and fully functional upgrade to the existing Electronic Security System. This includes:

• Intrusion Detection System (IDS) Expansion

• Video Surveillance System (VSS) Enhancement

• Access Control System (ACS) Restoration and Expansion

• A new, stand-alone HSPD-12 compliant ACS for the main building entrance.

• Repair/replacement of specific damaged ACS components.

• Period of Performance: 45 days after receipt of order (ARO).

• Place of Performance: Building 4750, 10616 Superfortress Ave, Mather Army Airfield, Mather, CA 95655.

• IDS: Expand to detect unauthorized entry in the new Secure Area Perimeter. Utilize dual-technology volumetric sensors, integrate with existing IDS panel, and use Balanced Magnetic Switches (BMS) for specific doors. All hardware must meet UL2050 standards with tamper detection.

• VSS: Augment to provide clear, real-time visual identification. VSS feeds to be routed to primary workstation, administrative computer, SSO office, and dedicated security monitor. Requires 1"C from CCTV locations to accessible ceiling for GFGI wiring.

• ACS: Upgrade and restore the existing Software House C-Cure 9000 system. Restore damaged functionality at the Comm Room. Integrate new access control points and ensure all new secure area doors are monitored via FIPS 201-compliant contactless smart card readers.

• Stand-Alone ACS: Implement a dedicated system for the main building entrance (Passage 101/Vestibule) supporting at least 500 personnel, operating independently, and including a call function to a VoIP phone.

• System Reliability: Deliver a fully tested, compliant, and operational system. Provide full end-to-end testing, verify door functions, and submit product data sheets/as-built drawings.

• The site is an active construction area; planned completion of repair efforts is by June 25, 2026.

• Utilize existing conduit infrastructure where possible; new conduit penetrating secure walls must have dielectric breaks.

• All metallic penetrations in the secure wall must be bonded to a 1/0 AWG copper ground wire.

• All contractor and subcontractor personnel must be U.S. citizens, pass background checks, and have no felony convictions.

• Equipment, materials, and installation must conform to specified UFGS, UFC, UL, ICS, and FIPS standards.

• ACS communication outside the secure space boundary must use FIPS-certified AES encryption.

• All system enclosures and devices must be tamper-protected and supervised per UFGS and UL 2050 standards.

Performance Work Statement (PWS)

To procure Secure Space Security Upgrade Services, including the restoration of a damaged access control system and the installation of a new stand-alone access control solution for a primary facility entrance capable of managing up to 500 personnel.

• Provide all necessary personnel, equipment, tools, materials, supervision, and quality control for Secure Space Security Upgrade services.

• Restore existing access control system near the Communications Room (Room 127) that was damaged during demolition.

• Account for existing access control hardware near the passage to OPS Floor 2.

• Install a new, stand-alone access control solution at the primary facility entrance.

• Contractor shall develop and maintain an effective Quality Control Plan (QCP) to ensure services meet PWS requirements.

• Quality Control: Contractor must submit AT Level 1 Awareness Training Certificates within 15 calendar days of employee completion. Identification media must be returned within 14 days of employee departure.
