This solicitation (W912WJ26QA087) is for Security Services at the US Army Corps of Engineers, Cape Cod Canal in Bourne, MA. The government is procuring armed security guard services.

• Furnish all management, supervision, labor, materials, and equipment for armed security guard services.

• Provide a single, uniformed, armed Security Guard Monday through Friday, 7:30 am to 4:00 pm (excluding Federal holidays), including a 30-minute break.

• Guard will man the guard booth/access control point and perform periodic perimeter inspections.

• Duties include responding to incidents, assessing vehicles/persons, verifying identity, recording entries/exits, confirming visits, verifying manifests, performing inspections, conducting perimeter checks, providing written reports, and communicating with relevant personnel.

• Unscheduled Security Services may be required during elevated force protection conditions, special events, or holiday periods with 24-hour notice.

• Unscheduled Security Service Overtime may be required at the request of the Canal Manager or Technical Point of Contact.

• Contractor must comply with USACE Safety and Occupational Health Requirements (EM 385-1-1) and OSHA standards.

• Develop and implement a site-specific Accident Prevention Plan (APP) using ENG Form 6293.

• Conduct Activity Hazard Analysis (AHA) for each definable feature of work.

• Ensure at least two employees are certified in First Aid and CPR for shifts with multiple employees; single-employee shifts require First Aid certification and a means of communication.

• Obtain necessary licenses, permits, and certifications, including Massachusetts State Police Watch, Guard or Patrol Agency licensure.

• Personnel must undergo pre-employment investigation, including suitability for employment based on qualifications, integrity, criminal record, credit check, and proof of US Citizenship.

• Personnel must pass physical exams and be able to meet job demands.

• Contractor must have a viable drug abuse-testing program with random testing for all assigned personnel; negative test results are required prior to assignment.
