Quick Summary
The U.S. Army Project Manager Howitzer Systems (PM HS) has released a Second Draft of Other Transaction Agreement (OTA) documents for the Self-Propelled Howitzer-Modernization (SPH-M) Mobile Tactical Cannon (MTC) program. This Special Notice seeks industry feedback on the draft Request for Prototype Proposal (RPP), Prototype Project Agreement (PPA), and associated attachments. The MTC aims to replace the M777 towed howitzers, initially within Stryker Brigade Combat Teams. Feedback is requested by February 16, 2026.
Purpose & Background
The Army is committed to modernizing its field artillery with mature 155mm self-propelled howitzer systems to support the Army Transformation Initiative (ATI). This draft release provides industry with advance notice to prepare proposals for a future RPP, anticipated in Q2 FY2026. The Government intends to award one contract to a single vendor via competitive technical evaluation under an OTA. The Resupply System/Vehicle has been removed from this OTA action and will be addressed separately.
Key Feedback Areas
PM HS is specifically requesting feedback on:
- Sufficiency of a 30-day response time for the RPP/PPA.
- Feasibility of providing any MTC system within 60 days of award.
- Feasibility of providing a complete cannon assembly for the Proof Gun Stand (PGS) within 120 days of award.
- Availability of respondent's own cannon test stand.
- Challenges meeting thresholds in Attachment 015 - Key Characteristics Description (DRAFT) (CUI).
- Suggestions for additional characteristics in Attachment 015.
- Ability to provide three MTC systems within 60 days of award for a Transformation in Contact (TiC) event.
