Purpose & Background
The U.S. Army is committed to accelerating the acquisition of 155mm self-propelled howitzer systems to support the Army Transformation Initiative. This draft release aims to provide industry ample time to prepare proposals for the anticipated RPP release in the Second Quarter of Fiscal Year 2026. The Government intends to award one contract to a single vendor via competitive technical evaluation.
Scope of Requirement
The MTC program focuses on wheeled, 49-56 caliber, 155mm ammunition-compatible self-propelled howitzer systems. The Prototype Project Agreement (PPA) outlines deliverables including six (6) prototype MTC systems (with options for 12 additional), system trainers, five (5) cannon assemblies, ammunition, and extensive documentation. A key requirement is the transition of the supply chain and production to a U.S. facility within two years of award. The Resupply System/Vehicle has been removed from this OTA action and will be addressed separately.
Contract Details
This effort will utilize an Other Transaction Authority (OTA) for a Fixed Price Prototype Project Agreement (PPA). The period of performance is up to 48 months. Successful completion of the prototype project may lead to a follow-on production contract awarded without further competition.
Feedback Requested
PM HS is specifically requesting feedback on:
- Feasibility of a 30-day response time for the RPP/PPA.
- Feasibility of providing MTC systems within 60 days and complete cannon assemblies within 120 days of award.
- Availability of contractor-designed cannon test stands.
- Challenges with meeting thresholds in "Attachment 015 - Key Characteristics Description (DRAFT) (CUI)".
- Suggestions for additional characteristics in Attachment 015.
- Feasibility of providing three (3) MTC systems within 60 days for a Transformation in Contact (TiC) event. General feedback on the draft OTA documentation is also welcome.
Submission & Deadlines
Electronic responses are required by February 16, 2026, to adam.j.henry14.civ@army.mil and craig.w.sauer.mil@army.mil. Responses must be in searchable Microsoft Word, Excel, or Adobe Acrobat formats, with each email message not exceeding ten (10) megabytes. The subject line should be "MTC OTA Draft 2 Responses" and include the vendor's name. It is not necessary to respond to this Special Notice to be eligible for future awards.
Evaluation (for future RPP)
Future proposals will be evaluated based on: Delivery Schedule (most important), Technical Performance & Maturity (including Cyber Risk, Ammunition Compatibility, U.S. Integration, Commerciality/Supportability, Production Onshoring, Technical Data/Software), and As-built Production Unit Cost. AI tools will assist in proposal evaluation.
Eligibility
Offerors must comply with 10 U.S.C. §4022(d), which includes nontraditional defense contractors, small businesses, or those providing significant non-Federal funding. Firms owned, operated, or controlled by a state sponsor of terrorism are ineligible.
