Submission Requirements
Quotes must be submitted via FedConnect and/or email to Ouk.Nea@epa.gov. Hard copies will not be accepted. Quotes must be valid for 90 days. Submissions must include:
- Performance Standard/Technical Approach: Must address every element of the attached PWS (Attachment 2). Failure to do so will result in technical unacceptability.
- Pricing: Firm Fixed Price, inclusive of all PWS elements, clearly broken down, with formulas in Excel forms, and in accordance with the GSA contract (Attachment 3 – Price Schedule, Attachment 4 – SF 1449).
Evaluation
Quotes will be evaluated for technical acceptability based on compliance with and addressing all PWS specifications. Technically unacceptable quotes will not be considered for award.
