Scope of Work
The contractor will manufacture and supply "Shaft, Shouldered" in accordance with NAVSEA drawing 7067876 item 167. The material specified is QQ-N-286, Form 2, Annealed and Age Hardened, Finish B, requiring quantitative chemical and mechanical analysis. Key testing certifications include Annealing and Age Hardening, and Ultrasonic Inspection for QQ-N-286 material with a diameter of 4 inches or greater. Slow Strain Rate Tensile Tests must be performed by one of the Government-approved laboratories. Detailed thread inspection per FED-STD-H28 series and O-ring groove inspection using the GAC standard CSD008 are mandatory. The material must be mercury-free.

Quality Assurance & Submission
A robust quality system compliant with ISO-9001 and calibration per ISO-10012 or ANSI-Z540.3 with ISO-17025 (or MIL-I-45208 with MIL-STD-4) is required. Government Quality Assurance (GQA) will be performed at the source, necessitating contractor notification to DCMA. Prime contractors are responsible for assessing and auditing subcontractor quality. Mandatory submissions include a Certificate of Compliance (Special Emphasis Material) and Test Certifications (CDRL DI-MISC-80678). All certification data must be submitted via WAWF to Portsmouth Naval Shipyard (Ship to N50286, Inspect by N39040, Accept by N39040), with no material shipment permitted before acceptance. Past performance will be a factor in the evaluation. Access to drawings must be requested on SAM.gov, followed by an email to the Primary POC.
