Key Requirements & Quality Assurance
This is a DO rated order under the Defense Priorities and Allocations System (DPAS) and is issued pursuant to Emergency Acquisition Flexibilities (EAF).
- Quality System: Contractors must maintain a quality system compliant with ISO-9001 (amplified herein) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025, or MIL-I-45208 with MIL-STD-4. Government Quality Assurance (GQA) at source is required; contractors must notify DCMA.
- Certification & Traceability: Strict traceability is required for Level I/SUBSAFE systems, with unique traceability numbers on material and certification reports. Material certification reports must include quantitative chemical and mechanical analysis. Re-certification is required if material properties are altered during fabrication. Electronic signatures are acceptable if controlled.
- Testing: Slow Strain Rate Tensile Tests for QQ-N-286 must be performed by approved laboratories. Thread inspection must follow FED-STD-H28 series (System 21 minimum).
- Documentation: A Certificate of Compliance is mandatory for Special Emphasis Material. All certification data, including DD1423 Data Item A001 (Inspection and Test Plan), must be submitted via Wide Area Work Flow (WAWF) to Portsmouth Naval Shipyard (Ship to N50286, Inspect by N39040, Accept by N39040) for review and acceptance prior to shipment.
- Configuration Control: Contractors must maintain total equipment baseline configuration. Waivers/Deviations and Engineering Change Proposals (ECPs) require Contracting Officer approval.
- Delivery: Certification data is due 20 days prior to scheduled delivery, with final material delivery 365 days after the contract effective date.
- Evaluation: Past performance will be considered in accordance with FAR 13.106(a)(2) and DFARS 252.213-7000.
