Statement of Work (SOW)

This SOW outlines the requirements for providing Computation Fluid Dynamics (CFD) and Thermal Software licenses, support, and maintenance over a five-year period. Specific details will be provided on individual Delivery Orders (DO).

• Provision of CFD and Thermal Software licenses, support, and maintenance.
• Software licenses, support, and maintenance services will be identified on individual Delivery Orders (DO).

CFD Software Capabilities:

• Operate on Windows and Linux systems.
• Client-server architecture for remote simulations.
• Unified program for geometry modeling, pre-processing, meshing, solving, post-processing, and visualization.
• Real-time monitoring and visualization.
• Graphical User Interface (GUI) for all aspects of the workflow.
• Geometry generation, modeling, and manipulation, including import of various industry-standard 3D formats (STEP, IGES, Parasolid, Creo, Solidworks) and creation/modification of original geometries.
• Advanced CFD meshing capabilities, including 2D, axisymmetric, and 3D options, automatic/manual generation, unstructured polyhedral and trimmed hexahedral meshes, solution-based refinement, overset unstructured mesh, and mesh morphing.
• Solver capabilities for incompressible/compressible flow, steady/unsteady states, internal/external flow, single/multiple species, inviscid/laminar flow, reacting/non-reacting flows, various turbulence models (SST, Spalart-Allmaras, LES, DES), thermal non-equilibrium, particle-laden flow, natural convection, conjugate heat transfer, fluid-structure interaction, rigid body motion, and rotating reference frames.
• Optimization/Goal Seeking capabilities.
• Post-processing capabilities including reports, contour/vector/streamline plots, visualization on cut-planes/surfaces, line integral convolution plots, XY/3D plots, and export of data.
• User controls for custom field functions and scripting.

Finite Element (FE) Thermal Software Capabilities:

• Operate on Windows systems.
• Unified software suite for geometry modeling, pre-processing, meshing, solving, post-processing, and visualization.
• GUI for user inputs.
• Geometry generation, modeling, and manipulation, including import of industry-standard 3D formats and creation/modification of original geometries.
• FE Meshing capabilities for 0D, 1D, 2D, axisymmetric, and 3D options, automatic/manual generation, and unstructured/structured meshes.
• Solver capabilities for conduction, convection, radiation heat transfer, phase change modeling, radiation view factor calculation, solar/space radiation, diurnal heating, and steady-state/transient analysis.
• Post-processing capabilities including reports, contour plots, visualization, and data export.
• User controls for custom field functions and scripting.

Thermal System Modeling Software Capabilities:

• Operate on Windows systems.

• Create virtual representations of complex systems (aerodynamic, mechanical, fluid, thermal).

• Pro and post-processing visualization.

• Integration with CAD, CAE, and other simulation software.

• Aerodynamic system modeling, including multi-physics aspects of flight control systems and coupling with mechanical, hydraulic, and thermal systems.

• Thermal system modeling, including simulation of solid, liquid, and gas masses, phase change, conduction, convection, radiation, and coupling with mechanical and electrical systems.

• Five-year period.

• Services will be provided to Navy Research Development Test and Evaluation (RDT&E) systems.

• Software renewal aligns with the existing yearly license renewal cycle.

• Support and Maintenance: Contractor shall provide technical services for troubleshooting installation and incorporation of software on Navy RDT&E systems. Support to System Administrators (SA) and Information System Security Officers (ISSOs) via phone, virtual, or e-mail. Engineering support for software modeling issues via phone, virtual, or e-mail.

• Receipt, Acceptance, or Installation: Contractor shall provide updated license files compatible with RDT&E systems annually. Up-to-date software installation files for Windows and Linux to be provided via secure digital methods.

• Security Requirements: Compliance with non-National Industrial Security Program processing requirements for access to Controlled Unclassified Information (CUI), Restricted Areas, and Government IT systems. CUI must be marked and safeguarded per DoDI 5200.48. CUI shall not be stored or transmitted on personal IT systems or via personal e-mail. Unclassified e-mail containing CUI must be encrypted. Verification of recipient authorization for CUI transmission is required. Public release of information is governed by DFARS 252.204-7000.

Solicitation / RFP / RFQ

This solicitation is for the procurement of Siemens Software licenses. It is a Sole Source procurement to Siemens Industry Software Inc. in accordance with 10 USC 3204(a)(1).

The solicitation details various Siemens software products and licenses, including:

• Simcenter STAR-CCM+ (Power Session, Add 1, CAD Exchange, Intelligent Design Exploration)
• HEEDS Bundle - Standard Network Config
• Simcenter Amesim (Advanced, Thermal library, Aerospace & Marine library)
• NX Design (Standard Floating, Premium)
• Simcenter 3D (Engineering Desktop, Thermal Multiphysics, Space Systems Thermal, Environment for Abaqus, Nastran Basic)

Each item requires a five-year pricing proposal utilizing Exhibit A. The contract is a Firm-Fixed Price, Indefinite-Delivery, Indefinite-Quantity (FFP-IDIQ) type contract.

• Period of Performance: 5 years from award date.

• Minimum Order Quantity: 25 Each

• Maximum Order Quantity: 200 Each

• Proposal Submission: Electronic via the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil.

• Offer Due Date: March 18, 2026, 04:00 PM.

• Evaluation Factors: Price, Proof of Authorized Distributorship, and Response to Technical Scenarios (Attachment L-2).

This is a Sole Source acquisition. The NAICS code is 513210.

This document presents two technical scenarios for potential bidders to address. These scenarios are designed to assess a bidder's understanding and approach to specific technical challenges.

• Technical Scenario 1: Troubleshooting Licensing Issues
  • Event: Multiple users are unable to simultaneously use Siemens NX 3D software due to a licensing issue, despite sufficient licenses being available on the server.
  • Required Response Components:
    • Team: Identify participating contractor members, including any subcontractors, partners, or Joint Venture members, and their roles.
    • Assumptions: Detail any assumptions made regarding the task and the technical approach.
    • Technical Approach: Provide a step-by-step procedure and methodology, including areas for investigation and necessary information.
• Technical Scenario 2: Troubleshooting CFD/Star-CCM+ Simulation Issues
  • Event: A Star-CCM+ simulation for a hypersonic vehicle experiencing external airflow is crashing without producing a valid solution.
  • Required Response Components: (Same as Scenario 1: Team, Assumptions, Technical Approach)
