Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy, Naval Air Warfare Center (NAWCWD) is soliciting proposals for Siemens Software Licenses, Support, and Maintenance. This is a Sole Source procurement under 10 USC 3204(a)(1) for brand-name Siemens software. The contract will be a Firm-Fixed Price, Indefinite-Delivery, Indefinite-Quantity (FFP-IDIQ) type. Proposals are due March 18, 2026, at 04:00 PM local time.
Purpose
This procurement aims to secure essential Siemens software licenses, support, and maintenance for the Aeromechanics and Thermal Analysis branch (Code D555100) at NAWCWD, China Lake, CA. The software is critical for Multiphysics analysis and simulation solvers used in weapon design and performance assessment, supporting Navy RDT&E systems. This includes both renewal of existing licenses and purchase of new licenses for branch growth.
Scope of Work
The contractor shall provide Computation Fluid Dynamics (CFD) and Thermal Software licenses, support, and maintenance over a five-year period. Specific software includes Simcenter STAR-CCM+, HEEDS Bundle, Simcenter Amesim, NX Design, Simcenter 3D, and Simcenter Nastran Basic. Key capabilities required:
- CFD Software: Operates on Windows/Linux, client-server architecture, unified program for geometry, pre-processing, meshing, solving, post-processing, and visualization. Advanced meshing, solver capabilities (incompressible/compressible flow, various turbulence models, conjugate heat transfer, FSI), optimization, and post-processing.
- Finite Element (FE) Thermal Software: Operates on Windows, unified suite for geometry, pre-processing, meshing, solving, post-processing, and visualization. Solver capabilities for conduction, convection, radiation, phase change, and steady-state/transient analysis.
- Thermal System Modeling Software: Operates on Windows, creates virtual representations of complex systems (aerodynamic, mechanical, fluid, thermal), with pro/post-processing visualization and integration with CAD/CAE. Support and Maintenance: Includes technical services for troubleshooting installation, incorporation on Navy RDT&E systems, support to System Administrators (SA) and Information System Security Officers (ISSOs), and engineering support for software modeling issues. Annual provision of updated license files and installation files.

Evaluation Factors
Proposals will be evaluated based on:
- Proof of Authorized Distributorship: Essential for providing brand-name Siemens software.
- Response to Technical Scenarios (Attachment L-2): Bidders must address two scenarios: troubleshooting Siemens NX 3D licensing issues and troubleshooting CFD/Star-CCM+ simulation crashes, detailing team, assumptions, and technical approach.
- Price: Five-year pricing proposal utilizing Exhibit A (Pricing Matrix). Technical factors combined are significantly more important than price.
Submission Requirements & Key Dates
- Proposal Submission: Electronically via the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil.
- Offer Due Date: March 18, 2026, 04:00 PM local time.
- Questions Due Date: March 12, 2026. No further questions will be answered after this date.
- All proposals must be UNCLASSIFIED.
Additional Notes
This is a sole source acquisition due to the proprietary nature of Siemens software, the significant cost and time required to re-create existing simulation models, compatibility issues, and potential disruption to ongoing research. Compliance with non-National Industrial Security Program processing requirements for Controlled Unclassified Information (CUI) is mandatory, including safeguarding, marking, and secure transmission protocols.
