Key Requirements & Deliverables
Bidders must adhere to the Contract Data Requirements List (CDRL), which specifies various reports and documentation. The DD Form 254 outlines security requirements, including a Secret facility security clearance. Proposals must also comply with the Wage Determination for minimum wage rates and fringe benefits, and complete Offeror Representation and Certifications (Attachment 7).
Submission & Evaluation
- Proposal Due Date: March 13, 2026, 5:00 PM ET.
- Evaluation Process: Proposals will undergo a pass/fail technical evaluation, followed by a performance-price tradeoff (PPT) analysis. The government reserves the right to award without discussions.
- Evaluation Factors: Technical Acceptability (Technical Capability/Understanding and Personnel/Staffing Plan), Past Performance, and Price. Past performance will be evaluated on the lowest-priced technically passed offeror whose price is reasonable and balanced.
- Required Attachments: Bidders must use the provided Proposal Template (Attachment 3) for pricing and complete Section A of the Past Performance Questionnaire (Attachment 6) for each reference, instructing references to submit Section B directly to the Contract Specialist by February 27, 2026.
