• Contractor personnel require DBIDS credentials for access to Portsmouth Naval Shipyard and must be US citizens with appropriate identification.

• Operator/Maintenance Manuals must be provided with each machine.

• Period of Performance: March 18, 2026 - April 7, 2026.

• Option Period: April 8, 2026 - April 21, 2026.

• Place of Performance: Portsmouth Naval Shipyard, Kittery, ME.

• Award will be made on an "All or None" basis.

• Quotes must be submitted via email to sarah.d.thibodeau.civ@us.navy.mil by December 19, 2026, at 9:00 AM EST.

• Vendors must be registered in SAM.gov.

• Quotes will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis.

• Evaluation criteria include Technical Acceptability, Adherence to Schedule, and Price.

• Descriptive literature, brochures, assembly sketches, and statements of compliance are required.

• Failure to include pricing for all line items will result in rejection.

• Business Size: Small / Large (bidder to indicate).

• The solicitation does not specify a set-aside.

• The government may view Past Performance Information Retrieval System (PPIRS) to determine contractor responsibility.
