Quick Summary
The Department of the Navy, specifically NAVSUP Weapon Systems Support Mechanicsburg, has issued a Solicitation for the manufacture of a "Slide" component. This component is designated as SPECIAL EMPHASIS material (Level I) for a crucial shipboard system, requiring stringent quality control and traceability. This opportunity is a Total Small Business Set-Aside. Proposals are due by March 12, 2026.
Scope of Work
This solicitation requires the production of a "Slide" component in accordance with Naval Sea Systems Command Drawing 751-6402630, Find Number 1, and DN6402630B1. The material specified is QQ-N-286, Form 2, Annealed and Age Hardened, Finish A/B, with no weld repair permitted. Key requirements include quantitative chemical and mechanical analysis, and specific testing certifications such as Ultrasonic Inspection for QQ-N-286 material 4 inches or greater in diameter, and Slow Strain Rate Tensile Tests to be performed by approved laboratories. Thread inspection must adhere to FED-STD-H28 series, with internal threads formed by cutting only. The final product must be mercury-free.
Quality Assurance & Compliance
Contractors must maintain a quality system compliant with ISO-9001 (amplified by ISO-10012 or ANSI-Z540.3 with ISO-17025, or MIL-I-45208 with MIL-STD-4). Government Quality Assurance (GQA) will be performed at the source. Strict traceability and certification requirements are mandated for Level I/SUBSAFE systems, including unique traceability numbers, heat-lot numbers, and material marking per MIL-STD-792. Material certification test reports must be quantitative, accurate, and positive, without disclaimers. Re-identification and re-certification are required if processing alters material properties. Comprehensive material handling procedures, including segregation and re-marking, are necessary. Receiving and final inspections will be rigorous, with 100% inspection for material verification, traceability, and NDT certifications. A Special Emphasis Certificate of Compliance (C of C) is required, detailing specific contract and item information. All waivers, deviations, and Engineering Change Proposals (ECPs) require Government review and approval, submitted via the Electronic Contractor Data Submission (ECDS) system.
